Call to Order.
Mayor Stockamp called the meeting to order at 7:01 PM.
Roll CaII: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Corey
Tanner and Tom Darkenwald. Staff: Adam Flaherty, Interim City Administrator/Finance Director;
Ron Wagner, City Engineer; Andy MacArthur, City Attorney and Tami Loff, City Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.
Mary Valerius, 13701 70th Street NE, had questions on Item 3.7A of the consent agenda related
to the total project cost of the 70th Street project.
2. Consider Agenda Approval.
CM Heidner motioned to approve as written. Seconded by CM Tanner. All in favor.
Motion carried.
3. Consent Agenda. (Non -controversial items).
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. January 23, 2017 Meeting.
B. January 23, 2017 Special Meeting.
3.3 Approve City Council Special Pay for January 2017.
3.4 Adopt Resolution 2017-09 Utility Rate.
3.5 Approve Preparation of Amended Street Access Fee Report.
3.6 Motion to Call for Special Meeting on March 7th at 6 PM with Fire Chiefs.
3.7 Approve Pay Estimates and Change Orders.
A. Pay Estimate #9 to Fehn Companies for the 70th St/CSAH 37 Improvement
Project.
3.8 Adopt Resolution 2017-10 Accepting all Public Improvements Associated with Lot 1, Blk 1,
Gateway North 4th Addition- Building #5 and Releasing the Remaining Financial Securities.
3.9 Adopt Resolution 2017-11 Accepting all Public Improvements Associated with Lot 2, Blk 1,
Gateway North 4th Addition- Building #3 and Releasing the Remaining Financial Securities.
3.10 Approve quote from Sterling Codifiers for Recodification of the City Code.
CM Heidner motioned to approve. Seconded by CM Tanner. All in favor. Motion
carried.
4. Public Hearing:
4.1 Wokson Hills & Autumn Woods Street Improvement Project.
A. Presentation by City Engineer.
B. Public Comments.
C. Close the Public Hearing.
D. Consider Resolution 2017-14.
City Attorney MacArthur reviewed the process of the Public Hearing. City Engineer Wagner
presented the staff report. Stating the proposed project cost would be split between the City of
Otsego and the 60 benefiting properties as outlined in the feasibility report.

Mayor Stockamp opened the Public Hearing at 7:21 PM.
Jeff Carlson, 5544 Quilley Ave NE, asked how long the overlay is expected to last. City Engineer
Wagner said typically 15 years. Mr. Carlson asked when it would be constructed. City Engineer
Wagner said if the City Council approves tonight we will advertise for bids with construction in
late May. He estimated the construction time between 3-4 weeks dependent upon the
subcontractors.
Kurt Bauerly, 16535 58th Street NE, stated he lives at the corner of 58th Street and Queens
Avenue and right now there is no radius on the black top; stating it keeps moving farther and
farther into the grass. City Engineer Wagner said that plans and specifications will be modified
to account for appropriate radius on all corners.
David Riley, 16850 56th Street NE, asked about assessment. City Engineer Wagner said the
assessment is per lot in the same amount. He further stated a notice of the final assessment
will be mailed out to those property owners before the assessment hearing.
Mark Wolf, 16581 58th Street NE, questioned the wear and tear from construction trucks on the
roads if new development comes in those opened fields. City Engineer said it is a city street and
that there is no application at this time for that property. He stated that if the overlay is not
completed that traffic would damage the street.
Hearing no further comments the Mayor Stockamp closed the Public Hearing at 7:28 PM.
CM Warehime said regarding the radius issue brought up this evening by Mr. Bauerly we should
make sure in the future to look at that on the older roads. CM Darkenwald recommended that
the City Engineer look at the radius on 59th, 56th and Quilley. City Engineer said yes.
CM Warehime motioned to approve Plans and Specifications for the 2017 Street
Renewal project consisting of patching and an overlay of the Streets within Wokson
Hills and Autumn Woods and to direct staff to look at the radius and approve
Resolution 2017-14 authoring advertisement for bids. Seconded by CM Darkenwald.
AH in favor. Motion carried.
5. Utility:
5.1 Water Tower Logo.
Utility Manager Kurt Neidermeier presented option 1, option 2, option 3, and option 4 for the
Otsego logo on the water tower. The City Council concurred with option 2. There was
discussion on placement of the logo. The City Council directed Utility Manager Neidermeier to
bring back options for placement along with size comparisons to the current logo on the water
tower.
6. Public Works:
6.1 Approve Resolutions 2017-12 and 2017-13 for 2017 State Aid Route Adjustments.
City Engineer Wagner presented the staff report.
CM Heidner motioned to approve Resolutions 2017-12 Revoking Municipal State Aid
Routes and Resolution 2017-13 Establishing and Revising State Aid Streets.
Seconded by CM Warehime. All in favor. Motion carried.
6.2 Approve Plans and Specs for 2017 Street Maintenance.
City Engineer Wagner presented the staff report.

CM Heidner motioned to approve Plans and Specifications and Order Advertisement
for Bids for City Project No. 17-01, 2017 Street Maintenance. Seconded by CM
Warehime. All in favor. Motion carried.
7. Administration:
7.1 Approve Claim List for Metro Appliance Recycling.
CM Warehime stated he will be abstaining.
Mayor Stockamp motioned to approve the claim list in the amount of $365.50 to
Metro Appliance Recycling. Seconded by CM Darkenwald. Motion carried 4-0. CM
Warehime abstained.
7.2 Authorize Advertising for CERT Volunteers.
Interim City Administrator/Finance Director Flaherty reviewed the staff report. CM Heidner
stated he would still like to see the option that this program ends up being a volunteer
organization and not a City organization. CM Warehime said he thinks the Commission would
be fine with that; at this point the Commission just wants to see if there is an interest from the
public in becoming a CERT member. Funding was discussed; CM Warehime suggested waiting
on funding discussion and at this point just start by advertising on the City Website and by
word of mouth. If needed we can bring back discussion on funding. There was discussion on
the proposed procedural points as outlined in the packet. CM Warehime stated this is just a
draft document and it will go back to staff for review and editing if the CERT program moves
forward post advertising.
CM Warehime motioned to authorize staff to work with the Public Safety
Commission to determine if there is an interest from volunteers to form a Citizen's
Emergency Response Team (CERT) in the City of Otsego. Seconded by CM Heidner.
All in favor. Motion carried.
Mayor Stockamp thanked Chuck Schauss and CM Warehime for their work on this item. She
asked CM Warehime to pass on to Commissioner Schauss and the rest of the Commission a
thank you.
8. City Council Reports and Updates.
CM Warehime said he attended the Albertville Fire Department holiday parry last weekend and
CM Tanner and he will be attending Rogers Fire Department next week.
CM Tanner stated he attended the newly elected official's conference in January and he found it
very helpful and that he learned a lot.
9. Staff Reports and Updates.
Interim City Administrator/Finance Director Flaherty recommended a special meeting on March
6 to review the Kadler Avenue Feasibility.
CM Heidner motioned to call a special meeting on March 6, 2017 at 6:00 PM and
Prairie Center to review the Kadler Avenue Feasibility. Seconded by CM Tanner. All
in favor. Motion carried.
Interim City Administrator/Finance Director Flaherty said the city is hosting a Board meeting for
the Wright County Economic Development Partnership on Friday February 17 and after that the
board will be touring Wagner.

City Attorney MacArthur reviewed a potential bill introduced to the legislation that would restrict
local authority to regulate companies seeking to install small cell wireless technology in public
right of ways; which would include water tower property.
City Engineer Wagner gave an update on the 70th street project stating the draintile will be
installed tomorrow and then the connection will be made Wednesday. He further stated there is
only one item due and then the project will be complete and ready to turn over to the County.
City Engineer Wagner stated that weight restrictions have been placed south and south east of
state and that he would expect the rest of the area including Wright County to be placed next
Friday.
