Approve Resolution ordering the preparation of a feasibility report regarding street improvement to
Quam Avenue and 62nd Street.

BACKGROUND/JUSTIFICATION:
Quam Avenue and 62nd Street north of the St. Michael border and just west of TH101 are paved. Quam
Avenue is 36' wide and 62nd St is 24' wide. These streets were completed in 1996 when TH101 access
was removed at 62nd St, therefore the pavement is 21 years old. The city of St. Michael is
reconstructing Quam Avenue within their jurisdiction this year and completing this short stretch of
pavement within Otsego at this time will save money rather than making this a standalone project or
tying it to a project not adjacent to it. The value of existing housing will be positively benefited by
accessing a bituminous paved street in good condition.
The existing street surfaces of Quam Avenue and 62nd Street have PCI (Pavement Condition Index)
Ratings of 48, which are below the average in the City of Otsego. Typically, pavements within PCI
Ratings of 50 or less are in their final stages of useful life and will need to be reconstructed or overlayed
in the very near future. Improving the streets prior to the PCI falling below a PCI rating of 50 lessens the
number and severity of interim patches or potholes repairs that will occur if the pavement is allowed to
deteriorate. It will also lessen the cost to complete the street renewal thus the assessment amount.
Staff is requesting a feasibility report be completed to determine the best method of street renewal, the
estimated project costs, and the estimated assessments to the benefiting properties.

RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE
IMPROVEMENT OF STREETS
QUAM AVENUE (ST. MICHAEL BORDER TO 62ND STREET) AND
62ND STREET (QUAM AVENUE EAST TO CUL-DE-SAC)
WHEREAS, it is proposed to improve streets; Quam Avenue (St. Michael border
to 62nd Street) and 62nd Street (Quam Avenue east to the Cul-de-sac), which are twenty
one years old and are in need of improvement, and to assess the benefited property for
all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter
429,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO,
MINNESOTA;
That the proposed improvement be referred to Hakanson Anderson for study and
that they are instructed to report to the council with all convenient speed advising the
council in a preliminary way as to whether the proposed improvement is feasible and as
to whether it should best be made as proposed or in connection with some other
improvement, and the estimated cost of the improvement as recommended.
