SPECIAL CITY COUNCIL MEETING
OTSEGO CITY HALL
MARCH 7, 2017
6:00 PM
Call to Order.
Mayor Jessica Stockamp called the meeting to order at 6:04 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Tom
Darkenwald and Jason Warehime. Staff: Adam Flaherty, Interim City Administrator/Finance
Director, Daniel Licht, City Planner and Tami Loff, City Clerk. Also present; Albertville Fire Chief
Eric Bullen, AFD Jeff Davis, AFD Tate Mills; Rogers Fire Chief Brad Feist; Elk River Fire Chief
John Cunningham and Deputy Assistant Fire Chief Aaron Surrant.
1. Joint Worksession with Fire Chiefs.
Each respective Fire Chief gave a Fire Department update and distributed 2016 activity reports.
City Planner Licht reviewed new development within Otsego that included housing, the new E-8
School and proposals as well as infrastructure projects. The response time mapping was
reviewed. ER Chief Cunningham stated it would be beneficial to his department to get the
latitude and longitude along with new development plats within his jurisdiction. The Otsego fire
district boundary map was reviewed. The City Council directed City staff to work with the Fire
Chiefs on coverage areas. An Otsego Fire Station location was discussed; all three Chiefs
recommended a master study plan. CM Warehime concurred. An Otsego substation was
discussed; they stated at least a five to ten year timeframe is needed for planning a substation
with infrastructure, equipment and staffing. Mayor Stockamp, CM Heidner, and CM Darkenwald
all spoke on if a study was needed at this time due to the potential growth within the next 20
years.
The City Council concurred a meeting such as this shall be scheduled in the future annually.
There also was discussion on setting up a joint meeting with the Elk River City Council.
2. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by Warehime. All in favor. Motion
carried. Adjourned at 8:46 PM.
