ITEM 2.1FEW OTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL March 6, 2017 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: Roger Mord, Steve Schuck, Alan Offerman, Jim Kolles and Richard Nichols; Absent: Commissioners David Thompson and Aaron Stritesky; City Council: Councilmember Vern Heidner. Staff: Elizabeth Stockman, Associate City Planner; and Sandy Lindenfelser, Administrative Assistant. 1. Annual Business: 1.1 Election of the 2017 Planning Commission Chair & Vice -Chair. Commissioner Nichols motioned to appoint Pam Black as Chair. Seconded by Commissioner Schuck. All in favor. Motion carried. Commissioner Kolles motioned to appoint David Thompson as Vice Chair. Seconded by Commissioner Offerman. All in favor. Motion carried. 2. Announcements: No announcements. 3. Consider the following minutes: 3.1 November 21, 2016 Planning Commission Meeting. Chair Black said Vice Chair Thompson called the meeting to order. Commissioner Schuck asked that the spelling of his last name throughout the minutes be corrected. Commissioner Offerman motioned to approve as amended. Seconded by Commissioner Mord. All in favor. Motion carried. 4. Public Hearing items: 4.1 Sausser Addition: A. Zoning Map amendment rezoning from A-1 District to A-2 District. B. Conditional use permit for subdivision of lots less than 20 acres within an A-2 District. C. Preliminarv/final plat. Associate Planner Stockman presented the Planning Report. Applicant was present and had no comments. Administrative Assistant Lindenfelser attested that all proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:07 PM Keith Knutson, 6630 0 Dean Avenue NE is concerned how the utilities will get to this property. Associate Planner Stockman assured Mr. Knutson that this area was wel and septic at this time, but could not speak for future utility plans. Mr. Knutson said he has had previous problems at the dead end road. He also hopes that any road improvement costs would not come back on him as he cannot absorb the cost of any utilities. If the rezoning of this property doesn't affect him in any way; he doesn't have a problem with it. No further comments from the public. Chair Black closed the Public Hearing at 7:13PM. Commissioner Nichols motioned to approve a Zoning Map amendment rezoning the subject site from A-1 to A-2 District based on a finding that the request is consistent with the Comprehensive Plan. Seconded by Commissioner Kolles. All in favor. Motion carried. Commissioner Schuck motioned to approve a conditional use permit allowing administrative subdivision of a lot with an area less than 20 acres within the A-2 District, and the preliminary/final plat of the Sausser Addition, subject to the conditions listed in the planning report. Seconded by Commissioner Nichols. All in favor. Motion carried. 4.2 Shelquist: A. Zoning Map amendment rezoning from A-1 District to A-2 District. Associate Planner Stockman presented the Planning Report. Applicant was present and had no comment. Administrative Assistant Lindenfelser attested that all proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:19PM. Thomas Shelquist, 9575 92nd Street NE. Mr. Shelquist is in favor of dividing up the land with the total number of houses said. Mr. Shelquist said the paperwork he received regarding this amendment states Mr. Peter Shelquist as the owner of the property. He would like to make clear that Peter Shelquist is the appointed executor, not the owner. Chair Black closed the Public Hearing at 7:22 PM. Commissioner Schuck motioned to approve a Zoning Map amendment rezoning the subject site from A-1 District to A-2 District based on a finding that the request is consistent with the Comprehensive Plan. Seconded by Commissioner Nichols. All in favor. Motion carried. Commissioner Heidner said that Mr. Milton Shelquist was a fun and interesting person to talk to, as was his wife, Lorraine. Mr. Shelquist was a part of NASA's Apollo program that landed on the moon. 4.3 Amend the 2012 Comprehensive Plan Future Land Use and Transportation Plan maps to guide additional area east of TH 101 and south of CSAH 38 for Industrial land uses. Associate Planner Stockman presented the Planning Report. Administrative Assistant Lindenfelser attested that all proper noticing, posting and publishing has been completed. CM Heidner said that there is an existing high pressure gas line west of 101 and south of the water tower which makes this area difficult for industrial development. It would cost millions of dollars to move and would have to be buried lower which would then make it difficult for someone to come in and purchase that land to develop. Chair Black opened the Public Hearing at 7:31PM. Commissioner Offerman asked if it would be possible to build townhomes on the piece of land behind the water tower. CM Heidner said it is a wetland and they would have to work around that to develop. It's a perfect buffer right now. Commissioner Mord asked if the area in blue becomes available to industrial as well. Associate Planner Stockman said that it isn't as much as it is for warehouses: there are two different land uses. Commissioner Offerman asked if the residents are supportive of the pieces that were zoned residential being changed to industrial. Mr. Offerman is concerned that residents weren't correctly noticed of this. CM Heidner assured Commissioner Offerman that notices go out to residents within a certain radius of the items up for Public Hearing, as well as posted in the City's newspaper and Prairie Center. City Planner Stockman said that changing this now, makes it easier for development in the future, but doesn't change the way current owners use their property. They have an option to come in later and changes may be considered. CM Heidner said this is a guilding document; it's not etched in stone. Commissioner Nichols asked if Duke has someone coming in. CM Heidner said that possibility does exist. They have had a relationship with some of them on the East but nothing has been said. Commissioner Nichols asked if the Transportation Plan was to stay the same. Associate Planner Stockman said that that 65th Street would remain designated as a major collector street, but designed for industrial traffic. Chair Black closed the Public Hearing at 7:46 PM. Commissioner Offerman motioned to recommend City Council approval of the Future Land Use Plan map and Transportation Plan update. Seconded by Commissioner Schuck. All in favor. Motion carried. 5. Update on City Council Actions. CM Heidner updated the Commissioners on City Council actions since their last meeting. 6. Update on future Planning Commission Agenda items. Associate Planner Stockman said there will be a meeting March 20, 2017. CM Heidner said that Guardian Angels will be coming in. 7. Adjourn. Commissioner Schuck motioned to adjourn.
