ITEM 3.2B SCC 3.20.2017 MinutesITEM 3.213 SPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MARCH 20, 2017 6:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:03 PM, Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Tom Darkenwald and Jason Warehime. Staff: Adam Flaherty, Interim City Administrator / Finance Director. Also present from Brimeyer Fursman: Richard Fursman and Megan Jacobson. 1. Review City Administrator Candidates. Richard from Brimeyer Fursman, LLC, individually reviewed each of the City Administrator candidates within the Progress Report. Richard noted that Candidate #6 withdrew their application from consideration as that individual had accepted a position elsewhere. Upon completion of Richard's review, individual Councilmembers asked questions regarding the candidates with Richard responding to each respective question. Richard provided blank sheets of paper to each Councilmember and instructed them to provide their top five candidates for interviews. Richard tallied the ballots and noted that seven candidates received votes: with one candidate receiving five votes; one candidate receiving four votes; one candidate receiving three votes; and four candidates receiving two votes each. The City Council all agreed to interview the top three vote getting candidates. Further discussion among the City Council and with input from Richard, the City Council reduced the remaining four vote getting candidates to two. The City Council concurred to interview candidates as numbered in the Progress Report: 1, 2, 3, 4 and 9. After input from Richard, the City Council concurred to consider candidate 13 as a reserve should any of the first five declines the option to interview. Richard then reviewed the interview schedule and logistics with the City Council. The City Council concurred with the schedule as discussed and directed City Staff to handle the logistics. CM Heidner left the meeting at 6:59 PM to attend the Planning Commission meeting. Megan and Richard reviewed the City's options for conducting background checks on the remaining candidates. The City Council concurred that after the interview process, any potential offer to the top candidate would be subject to a background check. City Council Reports and Updates CM Warehime indicated that on the March 13, 2017 agenda item 3.3, CM Heidner indicated no - charge for his attendance at the February 21, 2017 Rogers Fire Department meeting. Indicating that this was a significant time investment, CM Warehime believes that this should be a paid event. CM Warehime motioned to authorize special pay for CM Heidner for this event, to be paid in April with the March special payroll. Seconded by CM Tanner. All in favor. Motion carried 4-0. Mayor Stockamp provided an update regarding the recently hosted Wright County Mayor's Association meeting. Mayor Stockamp noted that in attendance were Wright County Commissioners, who provided a handout regarding the sales -tax proposal being considered by Wright County. Mayor Stockamp directed City Staff to provide this informational handout to the other City Council members. Mayor Stockamp further updated regarding the Wright County Mayor's Association meeting. After speaking with others in attendance, that there may be some grant opportunities for the City to explore regarding the Kadler Avenue road construction project being evaluate. Mayor Stockamp directed staff to follow up with the appropriate contacts regarding said grant opportunities. An update from City Staff will be provided at a future meeting. 2. Adjourn.
