ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: 85th Street is a State Aid street. The street was the 2nd State Aid street completed in the City and the first urban section street. The street was constructed in 1993 and currently has a Pavement Condition Index of 45. Records indicate the street received a seal coat in 2000 and again in 2008. The street has been in preventative maintenance mode since then and receiving asphalt patching as necessary. Council ordered Hakanson Anderson to prepare plans and specifications for improvement of 85th Street from Page Avenue to 85th Street on November 14th, 2016. Plans have been prepared for the repair of deficient curb and gutter and catch basins. The existing street surface will be reclaimed, shaped and new asphalt placed with new striping. The plans provide a base and alternate bid for the replacement of the concrete curb and gutter. Approximately half of the existing curb and gutter has been damaged to the point it should be removed and replaced. The base bid requires just the damaged curb to be saw cut, removed, and replaced. The alternate bid requires all the curb to removed and replaced. If approved the plans and specifications will need to be submitted to State Aid for review. The Capital Improvement Plan has the improvements of 85th Street from Page Avenue to 84th Street scheduled for 2017. The total project costs are estimated at $375,074.82 (Base Bid) or $445,458.85 (Alternate Bid). The CIP estimated cost was $321,700. The difference in the estimated cost and the CIP cost is due to the need to increase the pavement section depth from 3 %" of pavement to 4 %" to meet State Aid requirements for a 10 Ton street. All costs are to be paid for from the City's Municipal State Aid account which has sufficient funds. Paw LLZZpp�u���//11<<p0?j�?lti'—rJso 02—�OrJ'Ka <—<gZZ-V �d W`�`aNY1 SiaWYoaic4otniapo i 1 RESOLUTION NO. 2017-27 RESOLUTION ACCEPTING OF PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE IMPROVEMENT OF 85th STREET FROM PAGE AVENUE TO 84TH STREET WHEREAS, pursuant to a request from the council, Hakanson Anderson has prepared plans and specifications for the improvements of 85th Street from Page Avenue to 84th Street, and has presented such plans and specifications to the council for approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: Such plans and specifications, dated March 22, 2017, a copy of which is attached hereto and made a part hereof, are hereby approved 2. Upon State Aid approval, the City Clerk shall prepare and cause to be inserted online in Quest CDN and within the City of Otsego's website, an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be viewable for (3) three week(s), shall specify the work to be done, shall state that bids will be opened and considered by the council at City Hall located at, 13400 90th Street NE, Otsego, MN 55330. No bids will be considered unless sealed and filed with the clerk and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the clerk for 5.0 percent of the amount of each bid Adopted by the council this 27th day of March, 2017.
