ITEM 3.2A 4.10.2017 MinutesITEM 3.2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER APRIL 10, 2017 7:00 PM Call to Order. Mayor Stockamp called the meeting to order at 7:07 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Corey Tanner and Tom Darkenwald. Staff: Adam Flaherty, Interim City Administrator/Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Jim Sorenson, 13603 95th Street NE, gave an Otsego River Riders Snowmobile Club update. 2. Consider Agenda Approval. Interim City Administrator/Finance Director Flaherty requested to add a sample city profile under Item 7.1. CM Heidner motioned to approve as amended. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. March 27, 2017 Special Meeting. B. March 27 2017 Meeting, C. March 31, 2017 Special Meeting. D. April 1, 2017 Special Meeting_ 3.3 Approve City Council Special Pay for March 2017. 3.4 Approve Liquor License for Riverwood National Golf Course- Riverwood Tavern, LLC. 3.5 Approve Seasonal Park & Recreation Staff. 3.6 Adopt Resolution 2017-30 Declaring Certain City Property Surplus Property & Authorize Sale. 3.7 Motion to call a Special Meeting on April 24, 2017 to Review Financial Assistance Requests from Guardian Angels. CM Heidner motioned to approve. Seconded by CM Warehime. All in favor. Motion carried. 4. Special Presentation: 4.1 Wright County Sheriff Joe Hagerty- 2016 Activity Report. Wright County Sherriff Joe Hagerty gave a brief overview and notified the City Council of the County Open House scheduled for Friday, June 9, 2017 from 10 am to 1 pm. He spoke on scheduling a worksession between the Sheriff's office and Council and Staff sometime this summer to review current law enforcement needs and contract hours. Mayor Stockamp asked how closely they work with Rogers High School she said she knows there is a lot of activity at the High School and some of those kids live here in Otsego. Sherriff Hagerty said they work 1(Pa_ge 4/10/17 ITEM 3.2A closely with them through the SAFE schools of Wright County. Captain Dan Anselment reviewed the 2016 activity report in detail. The City Council thanked Sheriff Hagerty and Staff. 5.1 Public Hearing: 5.1 Quam Avenue and 62nd Street Overlay Improvement Project. A. City Clerk Attest to Legal Notice. B. Comments by City Attorney. C. Presentation by City Engineer. D. Open the Public Hearing. E. Close the Public Hearing, F. Consider Resolution 2017-31. City Clerk Loff attested that all the proper legal publications, mailings and postings have been completed. City Attorney MacArthur reviewed the process. City Engineer Wagner presented the project and the feasibility report. The estimated project cost is $46,193 and is proposed to be funded using 16% assessments for three properties and 84% City funds. Stating the proposed improvements are necessary, cost effective and feasible from a technical and engineering stand point, and benefit the properties proposed to be assessed. Mayor Stockamp opened the Public Hearing at 7:56 PM. Rod Winter, 16040 NE 65th Street, Representative for Winter Family LP, the third property; asked if the City of St. Michael is reconstructing their portion of the road. City Engineer Wagner explained it will be an overlay. Mr. Winter said the road currently has heavy truck traffic from the Industrial Park and that it seems there are other property owners that are benefiting from the new road than these three properties. He further stated he would like to see Quale and 62nd Street completed like this as well. He said he is for the project. Paul Iverson, 6140 Quam Avenue NE, agreed that there is a lot of use from Industrial Park traffic use. He said he feels it should be just a maintenance cost by the city. Jeff Burguest, 16224 62nd Street NE, said he appreciates the work that went into the feasibility report although he feels from where is it's a little bit unfair he feels others are benefiting more than where he is located. He doesn't feel he will get $2500 in property value from this. City Engineer Wagner explained the city policy in the past assessing properties with direct driveway access to the road being assessed. He explained it is just following the standard practice we have followed for years now. City Attorney explained that State law mandates who can be assessed which includes properties that are being benefited. CM Darkenwald questioned if we didn't do the road now it will essentially turn into a dirt road. City Engineer Wagner said with talks he has had with the Street Operations Manager; with the use of that road it would be difficult to maintain as a gravel road. CM Darkenwald said to address some of the issues this evening why just not do anything to the road and then as things develop then the developer pays for the road. Jeff Burguest, 16224 62nd Street NE, asked what the planned future land use is for this area. City Planner Licht said that area on the west side of 101 is planned for future industrial use but that will not occur until two things happen; utilities and roads. Utilities are at 65th Street about a half mile north and it would have to extend south; the other problematic issue is the street needs to come from County Road 38 south which has to go through three properties and relocate a high pressure gas line which is costly. He said it's unlikely for two to ten years. 21 Page 4/10/17 ITEM 3.2A City Engineer Wagner said the estimated overlay of this type will last 10-15 years and we are looking at the development potential being about that far out. CM Heidner said with all the comments on truck traffic; do we currently have signs stating no truck traffic or dead end. It was discussed putting up a dead end sign or weight restriction sign or possibly having St. Michael put up a sign along with the project. They also talked on adding a turnaround area. City Engineer Wagner estimated that cost at around $5,000. Jeff Burguest, 16224 62nd Street NE, stated his kids have to go to Starbucks for internet and he feels the $2500 could be used for something better. Mayor Stockamp closed the Public Hearing at 8:25 PM. CM Heidner said we need to be consistent across the way on the assessments. CM Heidner motioned to adopt Resolution 2017-31 Authorizing Advertisement for Bids and to work with the City of St. Michael on some of the issues talked about this evening. Seconded by Mayor Stockamp. Motion carried 4-1. CM Darkenwald opposed. CM Warehime expressed that he does have reservations about this project as well, but is willing to go out for bids at this time and that the Council will have further discussion once the bids are received for the project. 6. City Council Reports and Updates. Mayor Stockamp thanked the Park & Recreation Commissioners and Staff for their work at the Easter Egg event this past weekend. She also said the first year for the dog Easter event was well attended. 7. Staff Reports and Updates. Interim City Administrator/Finance Director Flaherty gave updates on the following: Wright Tech is holding their students CEO Business Expo, Wednesday, May 10 4-6 PM at River City Extreme in Monticello. The City Council and Staff are invited to the P & F Machining, Ltd., Ribbon Cutting, May 19 at noon. RSVP is required. Wright County EDP is wondering if the City is interested in participating in a business outreach interview process. The City Council concurred for staff to get more info. Wright County EDP is holding a Broker event at Fox Hollow on September 19th. Wright Tech is putting together city profiles as a project if the city is interested. Interim City Administrator/Finance Director Flaherty provided a sample city profile (Monticello) that would be similar to the end product. Council concurred to provide the necessary information to Wright Tech under the assumption that there would be no cost to the City.
