SPECIAL CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER
APRIL 10, 2017
6:00 PM
Mayor Stockamp called the meeting to order at 6:13 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Tom
Darkenwald and Jason Warehime. Staff: Adam Flaherty, Interim City Administrator / Finance
Director; Ron Wagner, City Engineer; Kurt Neidermeier, Utility Manager; and Tami Loff, City
Clerk. Also present from Brimeyer Fursman: Richard Fursman.
1. City Administrator Search.
Mr. Fursman said this is a follow up from April 1, 2017 where the City Council decided that no
decision would be made at that meeting; giving the City Council more time to review their notes
and further reflect upon the candidates. Mr. Fursman spoke on the two candidates that had the
most favorable comments from the City Council he further referenced a memo addressed to the
Council from him that recommended the Council strongly consider the current acting
administrator, Adam Flaherty for the position noting he feels he has the knowledge and
temperament to lead the organization effectively and confidently.
The City Council and Mr. Fursman engaged in a back -and -forth conversation reviewing each
candidate further and discussing the attributes of each. At the end of the discussion, Mayor
Stockamp, CM Heidner, CM Darkenwald and CM Tanner all spoke in favor of moving forward
with further discussion and negotiations with Adam Flaherty. CM Warehime said he was
supportive of Adam, but was on the fence regarding his lesser experience in economic
development and human resource issues. Further Council discussion on those items revealed
that when they come along they are commonly outsourced anyway.
CM Heidner motioned for Mayor Stockamp and CM Darkenwald to meet with the City
Attorney Andy MacArthur, Richard Fursman and Adam Flaherty to review potential
contract negotiations. Seconded by CM Tanner. Motion carried 4-1. CM Warehime
opposed.
Mayor Stockamp motioned to call a Special Meeting on April 19, 2017 at 7:00 PM at
the City Hall for discussion of the City Administrator Position. Seconded by CM
Heidner. All in favor. Motion carried.
2. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
