Call to Order.
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: David Thompson, Roger Mord, Steve
Schuck, Alan Offerman, Jim Kolles and Aaron Stritesky; Absent: Commissioner Richard
Nichols; City Council: Councilmember Vern Heidner.
Staff: Daniel Licht, City Planner and Sandy Lindenfelser, Administrative Assistant.
1. Announcements:
No announcements.
2. Consider the following minutes:
2.1 March 6, 2017 Planning Commission Meeting.
Commissioner Thompson motioned to approve as written. Seconded by
Commissioner Schuck. All in favor. Motion carried.
3. Public Hearing items:
3.1 Guardian Angels:
A PUD District amendment to allow senior housing with services.
B. PUD Development Stage Plan for development of 140 senior
housing_ dwelling units.
C. Preliminary/final plat.
D. Vacation of existing drainage and utility easements.
City Planner Licht presented the Planning Report.
Andrea Duayne, representative of Guardian Angels, 508 Freeport Avenue NW, Elk River
MN said Dan Dixon, Chief Executive Officer of Guardian Angels sends his regards as he
was unable to attend this meeting. Ms. Duayne stated that Guardian Angels has been
in business since 1965 and they are very excited to serve the great City of Otsego with
their community service. Their facility will offer senior housing, assisted living and
a memory care unit as well. There will be a pickle ball court, an aqua therapy
room with a pool, a wellness area and multi-purpose community room that will b
open to the public.
Administrative Assistant Lindenfelser attested that all proper noticing, posting and
publishing has been completed.

There were no comments from the public.
Commissioner Schuck asked if there were trash enclosures. City Planner Licht said
they are inside of the building and accessed at the garage entrance.
Commissioner Thompson asked Ms. Duayne of Guardian Angels if the treadmills and
such in the wellness area are going to be open to the public on a membership basis.
Ms. Duayne said yes, there will be a monthly membership program for the public.
Commissioner Thompson asked what was showing on the lower side of the plans near
the businesses parking lot. City Planner Licht said they were existing curb islands for
parking area within the parking lot to the south.
Chair Black asked for comments from the public. There were no additional comments
from the public.
Chair Black closed the Public Hearing at 7:21 PM.
Commissioner Thompson motioned to approve a PUD Development Stage
Plan, final plat and vacation of drainage and utility easements for Guardian
Angels Riverview Landing, subject to the 10 stipulations listed in the
Planning report. Seconded by Commissioner Stritesky. All in favor. Motion
Carried.
Ms. Duayne said occupancy is expected by August 2018 and there are already over
100 on the waiting list.
5 Update on City Council Actions.
CM Heidner updated the Commissioners on City Council actions at their March 14, 2017
meeting.
6 Update on future Planning Commission Agenda items.
City Planner Licht said there are no agenda items for the April 3, 2017 meeting but
applications may be coming in for meetings in the near future. .
7. Adjourn.
Commissioner Stritesky motioned to adjourn. Seconded by Commissioner
Offerman. All in favor. Motion carried. Adjourned at 7:29PM.
