Staff recommends purchase of a 2017 CAT 926M loader from Ziegler to replace the City's 2000 CAT IT28G.

BACKGROUND/JUSTIFICATION:
Part of the 2017 vehicle CIP includes the replacement of the city's 2000 CAT IT28G front end loader. This
vehicle is an integral part of the city's.fleet and it is used in many different applications. This loader was
originally purchased with a plow and wing attachment that could be used in place of the standard loader
bucket. Staff had originally planned on keeping our plow and wing attachment for this loader and
retrofitting the new loader's hydraulic system to operate this system but the costs for such a conversion
were approximately $25,000 and we have not used the plow and wing for approximately four years in
snow removal operations. Staff felt that there was a better way to utilize this piece of equipment.
There are other attachments that can be purchased in conjunction with the loader to make it a more
versatile and efficient machine. Staff chose to look at purchasing a loader with a standard bucket, box
plow and fork attachment from Ziegler and RDO Equipment for a CAT 926M and John Deere 544K
respectively. Staff had the opportunity to demo both models of these loaders twice since the fall of 2016.
We even had the chance to have both of the loaders at our facility simultaneously to compare strengths
and weaknesses of each machine. Staff was very satisfied with both machines as they were both a little
larger than our current loader and roughly 25% more powerful.
Both Ziegler and RDO Equipment provided trade-in prices of $37,000 and $40,000 respectively. Staff was
optimistic that we could get more money for the loader if it was placed on an auction website. We had the
loader on the govdeals.com website for two weeks and received a high bid of $42,000 for the loader and
the plow/wing attachment when it closed on April 11th. The total state contract purchase prices for the
CAT and John Deere were $170,750 and $171.301 respectively which includes the three -yard bucket, 14'
wide snow pusher and fork attachments. When you deduct the high bid of $42,000 that the city received
from the auction, the purchase price comes down to $128,750 and $129,301 which is below the amount of
$160,000 budgeted for the loader
Staff recommends that we accept the high bid of $42,000 for the loader on the govdeals.com auction and
move forward with the purchase of the CAT 926M loader from Ziegler for $170,750. The Public Works
Subcommittee was presented with this information at the April 19th meeting and recommended that it be
placed on consent agenda.
