No No BACKGROUND/JUSTIFICATION: Each year, as part of the city's Pavement Management Program, we contract out the crack sealing of our city streets which are part of the Proactive Maintenance Plan. Crack filling is being recommended on all city streets that will be receiving either a fog or seal coat. We are recommending that approximately 17.5 miles of street be crack filled. Some of the streets are recent overlay projects that will be receiving their initial crack fill while the majority of the streets being crack filled have already had a seal coat and the crack filling needs to be over -banded as a routine repair. While this is a very important step in the long-term maintenance of the section of street, estimating the amount of rubber needed to repair the section is very difficult to estimate. Staff requested quotes from three crack sealing contractors and received a wide range of quotes on both total pounds of rubber needed to complete the project and prices per pound of rubber to be applied to the cracks. The following are the estimated quantities and prices. • Northwest Asphalt & Maintenance, 55,335 Lbs. @ $1.49/Lb. = $82,449.15 • ACS (Asphalt Concrete Solutions), 24,061 Lbs. @ $2.13/Lb. = $51,249.93 • Bargen, Inc., 20,000 Lbs. @ $2.59/Lb. = $51,800 Northwest Asphalt & Maintenance had the lowest per pound rate but also the highest quantity of material resulting in the highest quote which was over our budget. ACS and Bargen, Inc. were very comparable with quotes being within $550 of each other. Staff has worked with Bargen, Inc. in the past and has been very satisfied with the quality workmanship and materials that they have provided. Staff is recommending Bargen, Inc. at the rate of $2.59/Lb. for the quoted 20,000 pounds with the final project cost not to exceed the budgeted amount of $75,000. The Public Works Subcommittee was presented with this information at the April 19th meeting and recommended that it be placed on consent agenda. We will use a heat lance to dry cracks. When cracks are dry and clean we fill them with a hot Cra co 535 rubberized sealant that meets MN dot spec 43723. it works very well and is very durable. I am confident that you will find the services beneficial for your roads. I would like to explain the procedures our service crew uses. Asphalt Rubber Crack Repair (Rout & Seal) Our service crew will: A. rout out cracks 1" wide by 1" deep for cracks that are 40 feet apart and closer B. rout out cracks 1 %" wide by 1" deep for cracks that are 45 — 80 feet apart C, if the cracks are wider, they will be routed accordingly D. the cracks will then be cleaned with high volume blowers E. as a second cleaning procedure, a heatlance will be used to clean out any remaining debris and/or moisture F, cracks will be filled three-quarters to full G. after a cooling period, the cracks are filled a second time using a banding applicator H. this does not include any allegated areas I. the debris will be blown to the side of the curb, where it will be the City's responsibility to sweep up Sealant Material The sealant that we will use meets and exceeds the Minnesota State Spec. #3723.2 and Iowa ASTM -D3405 and ASTM -D6690 type II Spec. with the following modifications: - 100% elongation at-20°F—We will be using Maxwell Nuvo in the polyskin packaging, MN DOT said this was the best material they have tested, it is IVIN DCCT approved. Blow and Go procedure (Re -seal) The existing cracks will be cleaned of debris and/or moisture using a heatlance. We will then fill the cracks with rubberized sealant, installing an overbanding safety seal. Project Prices - Our price includes all materials, applicable taxes and labor to complete the project as explained. Please note: The Customer is responsible for notifying the public that we will be working in your area. Pavement maintenance can be extremely dusty and dirty work and we strongly encourage the public to keep their Personal property at a strong distance away from our work zone. This will avoid any possible concerns for dust, debris or damage, A recommended distance would be 75-150 feet away from the work zone. An insurance Certificate is available upon request.
