Hearing for the Kadler Avenue Street Improvement Project.

BACKGROUND/JUSTIFICATION:
In November of 2016, a landowner along Kadler Avenue NE petitioned the City Council to order a feasibility
report for the improvements of said street to an urban standard. The upgrade from the existing gravel
conditions to the urban standard are to handle the increased traffic of a potential industrial development
on the landowners parcels that abut Kadler Avenue NE.
To this point, the City Council has held three meetings in review of the street improvements as well as how
the respective improvements would be financed. In order to move forward with the potential of financing a
portion of this project with special assessments, a public hearing will be held in accordance with Minnesota
Statute §429.
The attached resolution will formally accept the feasibility report and set a date for the public hearing. The
hearing date is suggested for May 22, 2017 to allow for adequate time for staff to properly notice the
hearing as well as publishing notice of the hearing in the Elk River Star News.
At the last meeting held on April 10, 2017, the Council passed a resolution for preparation of Plans and
Specification for the street improvement of Kadler Avenue NE from 70th St NE north % mile. City staff
expects that these plans and specifications would be available for review at the May 22, 2017 public
hearing. The City Council would have the option to approve said plans and specifications and authorize for
bids that same evening.

RESOLUTION RECEIVING REPORT
AND CALLING HEARING ON IMPROVEMENT
WHEREAS, pursuant to a resolution of the council adopted November 14, 2016, a
report has been prepared by Hakanson Anderson Associates, Inc. with reference to the
improvement of Kadler Avenue NE from 70th Street NE north for'/2 mile and this report was
received by the council on March 6, 2017;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO,
MINNESOTA:
1. The council will consider the making of such improvement in accordance with
the report and the assessment of benefiting property for all or a portion of the cost of the
improvement pursuant to Minnesota Statutes Chapter 429 with the estimated total cost of the
improvement being $1,106,150.
2. A public hearing shall be held on such proposed improvement on the 22nd day
of May, 2017 in the council chambers of the city hall at 7:00 p.m. and the clerk shall give
mailed and published notice of such hearing and improvement as required by law.
