ITEM 3.2A Board of Review 5.24.2017ITEM 3.2A CITY OF OTSEGO BOARD OF REVIEW MONDAY, APRIL 24, 2017 5:30 PM OTSEGO PRAIRIE CENTER 1. Mayor Jessica Stockamp will call the Board of Review to order. Mayor Stockamp called the Board of Review to order at 5:39 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Jason Warehime and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director and Tami Loff, City Clerk. Attending from the Wright County Assessor's Office; Wright County Assessor Tony Rasmussen, Assessor Mike Vanderlinden and Assessor Brice Nelson. 2. Comments by the Assessor. Assessor Mike Vanderlinden said the purpose of this Local Board of Appeal and Equalization is to review the 2017 assessment for taxes due and payable in 2018. The Board does not have the authority to open any'prior year's assessment. The Local Board does not have the authority to grant an exemption or to remove a property from the tax roll. A quorum must be present and at least one of the members 'must be trained and certified under MN Statute 274.014. Minnesota state law requires Assessors to value property at 100 percent of the market value however the statutes allow the Assessor to be within a range of 90 to 105 percent of market value. The sales ratio study period is from October 1, 2015 to September 30, 2016. The sales data gathered from that period is used to appraise property. He stated residential land and buildings increased approximately 6.83% throughout Otsego. He further states commercial & industrial values increased approximately 2.3% and agricultural values increased approximately 3.35%. 3. Review Valuations of Property Owners. Mr. Vanderlinden said the County received around forty-five phone calls from Otsego residents and they came to an agreement with most of them with no change. He further said the County received two phone calls at late notice with concern. He is recommending the City Council send both of these two properties to the County level for review and decision. The properties are as follows: 118-173-001010; 9075 Quaday Avenue NE; Shield Holding LLC. CM Heidner motioned to send PID 118-173-001010 to the County for review. Seconded by CM Darkenwald. All in favor. Motion carried. 118-500-322200; 6842 Nadala Avenue NE; Chris Vevea. CM Heidner motioned to send PID 118-500-322200 to the County for review. Seconded by CM Warehime. All in favor. Motion carried. Open Forum: Daryl Jorgenson; 118-010-084040; 13480 96th Street NE; stated he doesn't agree with the market value of his property. He said his amount has gone up $12,000 every year since 2007. It was ITEM 3.2A noted that in 2014 Mr. Jorgenson set up an appointment with Wright County to review his property but he would not let them inside his house. Gary Keays; 118-034-001150; 8074 Oakwood Avenue NE; questioned his amount going up $9,200 this year. Mr. Vanderlinden stated the increase is mostly due to land value; he said all one acre lots in that part of Otsego received that increase. The Wright County Assessor is to send Mr. Keays a report explaining the breakdown of values and fees for his property. CM Heidner motioned for no change to PID 118-010-084040 and PID 118-034-001150. Seconded by CM Darkenwald. All in favor. Motion carried. Mr. Rasmussen reviewed the Open Book Meeting format and recommended the City Council consider this process. He further explained that the City always has the option to go back to regular meetings if needed. The City Council concurred due to the meetings being held in Buffalo that they want to keep as is making it more convenient for the residents. Mr. Rasmussen said depending on surrounding cities he may look at holding another meeting combined locally. The City Council concurred they would consider at that time. 4. Adjourn.
