GA_MemoMay 8, 2017 Otsego City Council Work Session Prairie Center, Otsego MN RE: Guardian Angels Riverview Landing Otsego Guardian Angels Riverview Landing Otsego is proposed to be a 14+/- acre total Senior Services and Life Quality Living Community Campus to be developed in phases to coincide with the needs of the Otsego area Senior populations housing and personal service's needs. Proposed for 2017/18, is the initial 5.7 acre parcel, (of the total 14+/- acres), to include a 165,589 square foot building containing 143 individual home units. The homes will include independent living, assisted living and memory care living along with common gathering and congregate areas, elements dedicated solely to resident use and enjoyment and both community as well as public amenities; including a separate dedicated community activity and gathering building. Riverview Landing will provide old world charm in a warm and inviting setting right on the banks of the Mississippi River at the very gateway into the Otsego community at the intersection of highway 101 and the Mississippi river! Tangible and intangible community benefits discussion. Demonstrated financial community benefit! The Otsego financial engine will directly benefit from the Riverview Landing, (as currently forecasted), annual operating budget of $6.3 million (third year of stabilization). This budget carries payroll and benefits provisions of $2.6 million, which directly profits the local community economy. Riverview Landing would be staffed around the clock with professionals and dedicated service workers totaling approximately 100 employees new to the Otsego Community. Demonstrated community need! Currently Guardian Angels Riverview Landing has 111 persons on the "I want in" or early indication of interest list. Clearly there is a demonstrated need for senior residential housing and services specifically serving the Otsego Community. Every year 65,000 older adults are added to the ranks of the senior population in the state of Minnesota alone! In regards to the senior population of the Otsego area, a Guardian Angels commissioned market and needs assessment identified that the Otsego senior population will number 1700 by the year 2030, and therefore will need 1700 opportunities for housing dedicated to their needs by the year 2030. Carrick Waterfront East Park. Proposed enhancements to include a park central plaza, additional walking paths, walking bridge and Mississippi River overlook: all for the benefit of every resident of the City of Otsego! Community Outreach Center. Riverview Landing includes a planned separate building that could include or provide for meeting space(s), a pickle ball court (or other physical or wellness opportunity surface), community and social gathering opportunities and other community outreach activities yet to be determined based on Otsego Community members input and demonstrated needs or desires. Riverview Landing would be able to facilitate general Otsego senior programing on a community wide basis in partnership and cooperation with the City. Additional partnerships could be developed with Otsego Park and Recreation that might include both use of the public amenities such as Carrick WFE Park and the Community amenities such as the Riverview landing community activity and gathering building. Age friendly, senior centric opportunities. Riverview Landing will provide a foundation and anchor for Guardian Angels Senior Services to be able to provide expanded opportunities, yet to be determined, identified or brought forward, as may be desired or beneficial to the senior population and in many cases the general population of the city of Otsego. These could include but would not be limited to the following: • Age friendly health and wellness opportunities that could include a therapeutic pool, classes, weights, cardio equipment, blood pressure screenings, glucose testing, mobile mammogram screenings and healthier living education. • Life Quality Community Opportunities Otsego residents, through outreach only made possible/created by the physical construction of the Riverview Landing Community Campus, will be able take advantage of a host of potential quality of life opportunities such as nutritional programs, dine -in meal programs (for Otsego residents), meals on wheels programs (generally in cooperation and partnership with other social service organizations), and many other TBD or developed programs all for the benefit of the greater Otsego senior community and their specific needs. • Adult day services Adult day away programming/opportunities and psychosocial activity programming allows Otsego area seniors desiring to age in place the opportunity to continue to live in their current family home, yet have access to senior specific services when needed. Adult day services provide caretaking family members a critically needed opportunity to complete shopping, chores, out of area responsibilities and or respite while ensuring their loved one is in a protected and nurturing environment while they are away from their home. • Outdoor Day Activities such as fishing in the Mississippi, shopping at area retail stores, dining out experiences, cookouts, bonfires, birding, nature walks along the river and any other experience, opportunity, or life enhancing activity that Otsego residents along with Guardian Angels staff and volunteers determine is desired or needed by the community.
