ITEM 2.1OTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL May 1, 2017 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck, Richard Nichols, Jim Kolles Alan Offerman and Aaron Stritesky; Absent: Commissioner Roger Mord; City Council: Councilmember Vern Heidner. Staff: Daniel Licht, City Planner and Sandy Lindenfelser, Administrative Assistant. 1. Announcements: No announcements. 2. Consider the following minutes: 2.1 April 17, 2017 Planning Commission Meeting_ Commissioner Thompson asked to correct the spelling of Thompson on page 2. Commissioner Thompson motioned to approve as amended. Seconded by Commissioner Schuck. All in favor. Motion carried. 3. Public Hearing items: 3.1 Martin Farms 4 -Phase 2: A. Preliminary Plat/PUD-CUP for 38 Single Family Lots. City Planner Licht presented the Planning. Applicant Paul Tabone of Lennar, 16305 36th Avenue N, Suite 600, Plymouth MN 55446 was present. Mr. Tabone said that this development will be age targeted, not age restricted. Sales have been good for this housing product east of MacIver Avenue and the developer wants to ensure they have a supply of lots if needed. Administrative Assistant Lindenfelser attested that all proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:06 PM There were no comments from the public. Page ( 1 Commissioner Thompson asked about the width of the lots. Mr. Tabone said the plans are defined prior to building, this way they know what product will fit on which lots, noting a two car garage will fit on the 55 foot lots and three car garages on a 65 foot lot. The larger lots with only a two car garage will have a little more distance between homes. Commissioner Nichols asked what percentage of homes with two or three car garages have been built to date. Mr. Tabone said that there have been nine sold to date but he is not sure if they are the two car or three car garages. After no public comments, Chair Black closed the Public Hearing at 7:12 PM. There was discussion on the design of the west cul-de-sac. City Planner Licht said there is a 45 foot radius on the U shaped street as shown, with the throat of the cul du sac being smaller. Commissioner Thompson motioned to recommend City Council approval of the Martin Farms 4t" Addition Phase 2 Preliminary Plat and PUD -CUP subject to the nine conditions listed in the planning report. Seconded by Commissioner Stritesky. All in favor. Motion carried. 4. Update on City Council Actions. CM Heidner said that the City Council met on April 24, 2017 for three separate meetings. The first meeting was with Wright County for the board of review and gave an explanation what this entailed. The second meeting was to discuss TIF assistance with Guardian Angels Riverview Landing as their estimate cost of $22 million rose to a cost of over $30 million. The last meeting was approve the hiring of Adam Flaherty for the dual role as City Administrator and Finance Director on April 19. 5. Update on future Planning Commission Agenda items. City Planner Licht said there will be a Planning Commission meeting on May 15, 2017. Two applications, one to amend Boulder Creek PUD -CUP for MI Homes to establish the principal building on 55 foot wide lots as detached townhouse dwellings. The second request is regarding an agricultural lot on Kadler Avenue on the Lindenfelser farm. 6. Adjourn. Commissioner Stritesky motioned to adjourn. Seconded by Commissioner Offerman. All in favor.
