1. Mayor Jessica tockam will call the 2013 Board of Review to order.
Mayor Stockamp called the Board of Review to order at 5:30 PM.
Roll Call. Mayor Jessica St ckamp; ouncilr er bens: Vern Heidner, Tone Darkenwald, Doug
Schroeder and Jason w rehime.
Staff: Lori Johnson, City Administrator; Gary Coen, FinanceDirector; and Sandy Lindenfeler*,
Special Licensing. Attending from the Wright County Assessor's Office were faith Triplett, Conrad
Anderson and Tony Rasmussen.
2. Comments by the Assessor.
Nor. Triplett said that the purpose of the Local Board of Appeal and Equalization is to review
property valuation and classification for 2013 that will be used to calculate taxes due for the year
2014. He explained the authority of the local board. Mr. Triplett gave ar summary of the state tax
system stating the study period for determining values is from October 1, 2011 through September
3 , 2012. The data collected from this study period is used to appraise property for the San ary 2,
2013, assessment. There was approximately a 6.83% increase on residential land and building
throughout Otsego, a 3,70/o decrease on commercial and a 4.74% decrease on agricultural land.
Ir. Triplett stated that the City of Otsego's assessment values are in line with assessment values
of the surrounding cities.
Dirt Triplett started he received a notice of appeal on Parcel 118-262-001010, 8665 Parsons
Avenue NE,, Chance Investments, LLC, This property owner is not requesting actionxfrom the City
but wound life the City Council to forward this to the County.
CM Schroeder motioned to forward the valuation of this property on to the County
level Seconded by CM 1 are i e* All in favor, lotion carried.
3. Review valuations of propaLbj owners._

Mr. Talbot presented formal appraisals on the listed parcel numbers requesting the valuations of
these parcels be reviewed. CM Dart enwald asked what the value date of the appraisals and the
purpose of the appraisals. Mr. Talbot said the appraisal were done by IS Hagen of St Cloud MN
and dated February 13, 2013 stating the appraisals were for property valuation purposes and that
the valuations care in less than the county valuations. mayor Stocarnp asked if there were
copies of the appraisals. CIS Heidner said to have the County review the appraisal and ging back
a recommendation to the City Council. The continuation of the Board of Review will be on
Monday, May 13, 2013.
Nor. Triplett is requesting City Council to consider approving a reduction and lowering the values of
these four properties.

M Darkenwald asked if fair. Triplett will give Mr. Talbot the updated value of his property before
the net meeting. He said yes. There was discussion as to whether this property could be split
noting it is in the Mild and Scenic boundary,,
