State Aid has changed the criteria for State Aid cities to receive funding. Currently, cities that are
greater than 5,000 in population receive funding for od|eo[or type streets. Each city submits
information regarding their street system to MNDOT State Aid and 20% of the length of the city's overall
street length can be allocated as State Aid routes State Aid routes are the basis for determining what
upgrades need to be completed to make them conform to State Aid requirements. Those needs
accounts for half of the money distributed. The other half of the funding is distributed solely on the
basis ofpopulation.
The funding portion determined by needs is being completely overhauled. No longer is needs
determined by age and deficiencies of the streets. The new method will becompletely based onADT or
average daily traffic. So rather than cities placing their state aid mutes in locations of greatest
deficiencies or need, all cities will be placing their state aid routes in locations ofgreatest ADT's. Many
of these routes will remain the same but in cities such as Otsego. Significant changes will need to occur
to ensure the City receives its fair portion of State Aid.
Attached are maps vvh|oh show three options for rearranging the City VfOtSegV'S State Aid system. AS
you can see, we have made every effort to remove non -existing streets and replace them with
developer or state constructed collector streets (ineligible for needs for the l" 20 years under the old
State Aid system) orcommercial collector street (high traffic aneas). It)sunsure how these changes will
affect each city as so many changes will occur it will not be known until all of the changes are in and the
new formula run.
Werecommend Option 1GSitmaximizes the length of State Aid routes designated using approximately
and replaces them on much busier collector streets. The State Aid system must be congruent which
means it must connect to another municipal state aid route or a COUnty state aid route.

RESOLUTION ESTABLISHING AND REVISING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Otsego that the streets
hereinafter described should be designated, extended or shortened Municipal State Aid
Street under the provisions of Minnesota lair.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Otsego
that the roads described as follows, to -wit:
65 tri Street NE from Randolph Avenue NE to Wright OSAH 4
80th Street NE from Wright OSAH 19 to MacIver Avenue NE
87th Street NE from Fright OSAH 42 to Quaday .Avenue NE
93rd Street NE from Wright OSAH 42 to Quaday Avenue NE

BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed
to forward two certified copies of this resolution to the Commissioner of Transportation for
his consideration, and that upon his approval of the designation of said roads or portions
thereof, that same be constructed, improved and maintained as a Municipal State Aid
Street of the City of Otsego.
