Mayor Stockamp called the Board of Review to order at 5;30 PM.

Special Licensing. Attending from the Wright County Assessor's Office were Keith Triplett, Conrad
Anderson and Tony Rasmussen,
1 Comments by the Assessor.
Mr, Triplett said that the purpose of the Local Board of Appeal and Equalization is to review
propel valuation and classification for 2013 that will be used to calculate taxes due for the year
2014. He explained the authority of the local board. Mr. Triplett gave a summary of the state tax
system stating the study period for determining values is from October 1, 2011 through September
301 2012. The data collected from this study period is used to appraise property for the January 2,,
2013, assessment. Thorn was approximately a 6.83% increase on residential land and buildings
throughout Otsego, a 3,7% decrease on commercial and a 4,74% decrease on agricultural land.
Mr. Triplett stated that the City of Otsego"s assessment values are in line with assessment v l es
of the surrounding cities.
Mr. Triplett stated he received a notice of appeal on Parcel 118-262-001010, 8665 Parsons
Avenue NE, Chance Investments, LLC. This property owner is not requesting action"from the City
but would like the City Council to forward this to the County.
CM Schroeder motioned to forward the valuation of this propel on to the county
leveL Seconded by CM War himr . All in favor. Motion carried.

Mrs Talbot presented formal appraisals on the listed parcel numbers requesting the valuations of
these parcels be reviewed, CM Darkenwald asked what the value date of the appraisals and the
purpose of the appraisals. [fir. Talbot said the appraisal were done by IS Radon of 8t Cloud MN
and dated February 13, 2013 stating the appraisals were for property valuation purposes and that
the valuations carne in less than the county valuations. mayor Stockamp asked if there were
copies of the appraisals. CM Heldner said to have the County review the appraisal and bring back
a recommendation to the City Council. The continuation of the Board of Review will be on
Monday, May 13, 201311
Mr. Triplett is requesting City Council to consider approving a reduction and lowering the values of
these four properties.

$289,.200, PID 18-087-001210 from $99,700 to $84,000, PID 118,034-001170 from
$164,,000 to $152,700 and PID 118-500-4191203 from $162,100 to $149,900.

Board of Reviewwill continue on Monday, May .3, 2013, Otsego Prairie Center,
M Dart en ald asked if Mr. Triplett will give Mr. Talbot the updated value of his property before
the next meeting. He said yes. There was discussion as to whether this property could be split
noting it is in the Mrd and Scenic boundary.
