SPECIAL CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER

Mayor Stockamp called the meeting to order at 6:00 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner and Jason
Warehime. Absent: Councilmember Tom Darkenwald. Staff: Adam Flaherty, City
Administrator/Finance Director; Ron Wagner, City Engineer; Daniel Licht, City Planner; Kevin
Lamson, Street Operations Manager; Ross Demant, Parks and Recreation Director; Kurt
Neidermeier, Utility Manager; and Tami Loff, City Clerk.
1. 2018 Budget Discussion.
City Administrator/ Finance Director Flaherty reviewed the proposed budget calendar. The City
Council concurred to keep the process the same as in the past.
Mayor Stockamp motioned to call a Special Meeting on June 12, 2017 at 6 PM to
review the Audit and a Special Meeting directly following the regular scheduled
meeting on June 12, 2017 for Property Tax Levy review both to be held at Prairie
Center, 8899 Nashua Avenue NE. Seconded by CM Tanner. All in favor. Motion
carried.
City Clerk Loff will add a Request for Action to the next City Council meeting calling the
remainder of the recommended budget meetings.
City Administrator/ Finance Director Flaherty stated this is an opportunity for the City Council to
express their current view on City services or programs and also to share any comments you
have received from the public regarding services. During the Council roundtable street lights at
path entrances was discussed as well as the vandalism taking place recently in that area of
School Knoll Park. Adding some funds for street lights requests that come up each year was
discussed. They further discussed adding an article to the next Otsego View on safety tips
recommended by the Sheriffs Department.
Mayor Stockamp brought up holding a possible rain barrel program next year. She said it would
be no cost to the city. She had contacted the person responsible for the program in St. Michael
and they showed interest in bringing it to Otsego. The City Council concurred. Parks and
Recreation Director Demant also is recommending a Tree program that would provide trees at
discount to our residents and it was discussed both of these programs could be rolled out
together.
City Administrator/Finance Director Flaherty reviewed potential assumptions for use in
budgeting wages and salaries. Two indices were discussed, with CM Heidner asking for indices
more regional to Otsego, the Council concurred. This item will be further reviewed at the June
121 2017 budget meeting.
2. Economic Development Discussion.
City Administrator/ Finance Director Flaherty reviewed the Economic Development items as
outlined in the memo. The City Council reviewed the Economic Development Strategies and
Priorities Policy and concluded to leave as is. City Administrator/ Finance Director Flaherty
suggested reviewing this yearly. Marketing efforts for the City Owned Parcel in Great River
Centre was discussed; the City Council concurred it is a case-by-case basis. MN DEED
Advertisement; The City Council concurred to not place the ad this year and to look into
possibly partnering with Wright County for the following year.
Due to time; the Business Outreach will be added to a future meeting for discussion.
