No No BACKGROUND/J USTI FICATION: The Minnesota Department of Natural Resources (DNR) requires Public Water Suppliers serving more than 1,000 people to complete a Water Supply Plan (Plan). Goals of the Plan include implementing long term water sustainability and conservation measures and to develop critical emergency preparedness measures. The City is committed to conservation actions including Water Rate Structuring, supply improvements, educational efforts and a conservation ordinance. The analysis of Water demand over the past 10 years (2005-2015) has trended lower per capita per day from over 140 to under 115. The average daily demand has nearly doubled from 0.6 million gallons to 1.1 million gallons per day with a maximum daily demand of 4.0 Million gallons on its highest use day. Over 3,300 water connections are currently established. Capital improvements, well maintenance and supply needs are reviewed annually to ensure the growing community demands are met. Emergency response, redundancies and monitoring are in place to ensure continued service and fire protection. Water Supply Plans are renewed every ten years. Staff completed the most recent update receiving DNR approval May 3, 2017. Staff will request adoption of the Otsego Water Supply Plan at the May Council meeting With Public Works Subcommittee approval. We encourage cities to complete the attached "Certification of Adoption" form. Please upload the form to MPARS-Water Supply Plan tab as soon as the city officially adopts the Plan. The DNR, Minnesota Rural Water Association, and The Metropolitan Council encourage the city to educate its customers on how they can reduce household water use. As mentioned at the Water Supply Planning Workshops, the DNR will be contacting you periodically about progress the city has made on their water conservation goals.
