Addresses ending with an odd number may water on odd numbered days and even numbered addresses may water on even numbered days. Restrictions include no watering between 11 a.m. and 5 p.m. Violations of the watering restrictions may result in a $50 code enforcement fine assessed on the customer’s utility bill. CITIZEN EMERGENCY RESPONSE TEAM Are you interested in serving on the Citizen Emergency Response Team (CERT)? The team is made up of a volunteer-based group of trained citizens who respond and assist during disasters. If so contact the City Clerk by email at tloff@ci.otsego.mn.us. 2017 STREET MAINTENANCE PROJECT Each year, as part of the City’s Pavement Management Plan, City staff recommends certain sections of streets to receive maintenance. City staff makes these recommendations based on the PCI (Pavement Condition Index) ratings for each section of street. These ratings are derived by looking at a variety of deficiencies that the section of street may have. The 2017 Street Maintenance Project includes seal coating, fog sealing, crack filling, patching and striping. Approximately 17.5 miles of city streets will be receiving some type of maintenance. Please refer to the City’s website (under city projects) to review the 2017 Street Maintenance Project map. The regulations are primarily enforced on a complaint basis. Those reporting a potential violation or complaint always remain anonymous. If you have a complaint you can either use the City’s online website portal (under report a concern) or you can call City Hall. When City staff receives a complaint, an inspection of the property is done to verify if a violation exists. If a violation is found, the typical process is to send an Administrative Notice allowing the property owner 14 days to abate the condition. If the violation is not corrected within 14 days or a time frame agreed to by City staff, the City will issue Administrative Citations imposing a fine of $200. Additional citations may be issued until the violation is resolved. The City also has the ability to pursue enforcement through civil and criminal legal action through the City Attorney’s office. The City’s goal in enforcing its City Code is to work with the property owner wherever possible to bring about compliance. Most property owners the City deals with are cooperative in addressing code violations when noticed, although difficult cases can take longer to resolve. SPRING PROPERTY MAINTENANCE Everyone is excited to get outside and spruce up their property after the long, cold winter. Here are some City Code regulations to follow to help keep Otsego an attractive and inviting place to live: • Lawns and boulevard areas must be mowed regularly so that grass is no longer than eight (8) inches except as allowed by the City Code. • Noxious weeds must be eliminated before the plants go to seed. • Planting within the boulevard or public right-of-way (generally 16 feet behind the curb or street) is limited to deciduous trees with minimum clearance requirements for vehicles and pedestrians. Note that the City is not responsible for any damage to plants or trees within the boulevard or public right-of-way. IF YOU SHOW THIS AD Community Spotlight SOAR BROADWAY IN THE PARK RETURNS WITH CURIOUS GEORGE The Otsego Parks & Recreation Department continues its efforts to provide a wide spectrum of programming for residents, partnering again this summer with SOAR Regional Arts for Broadway in the Park. SOAR Regional Arts is a local non-profit organization that offers performing arts opportunities for both adults and youth in first grade through age 19. In 2016, SOAR’s Teen Advisory Group (TAG) produced and performed two Broadway in the Park events, featuring well-loved fairy tales. Geared toward younger audiences, the 2016 events that were held at Prairie Park in Otsego drew more than 600 area residents and theater enthusiasts. Kristi Isaacson brought her family, including her children, who were then aged three and six months. She noted that from a parent’s perspective, the outdoor theater provided a more relaxed, stress-free environment. “I loved that it was outside in the park,” Isaacson stated. “This was my oldest daughter’s first theater experience and she was completely captivated.” With guidance from an advisor, students involved in TAG manage and gain hands-on experience of every aspect of the Broadway in the Park production, including auditions, directing, musical direction, and more. “Last year I played the Huntsman in Snow White, and this year, I’m the musical director,” said Dominic Clemons, a senior at STMA who plans to study vocal music education at NDSU in the fall. “I’ve enjoyed the opportunity to meet new people and grow as an actor.” Jack Strub, a senior at Blaine High School, will direct this year’s production, Curious George and the Golden Meatball. “I’m excited about performing outside,” he said. “It’s going to be a high energy, fun, and lovable show. I mean, who doesn’t love Curious George?” SOAR artist and TAG advisor Jeff Anderson co-developed the Broadway in the Park program with one of SOAR’s founders, Jamie Reznicek, and the 2015-2016 TAG board. “If you have teens who would benefit from this experience, encourage them to get involved,” said Anderson. “If you have kids or grandkids, bring them to the show and expose them to the magic of live theater. When we think of history, we often think big. Presidential elections, Nobel prizes, scientific breakthroughs, revolutions, etc…these are all events that fit our conception of what makes history. But what about the everyday people who live through and with these events? Didn’t our grandparents help make history, too? Some would contend that history is more than just the “big” stories; that it is made one person and one choice at a time. That we are all making history one day at a time. When the members of Otsego’s Heritage Preservation Commission heard about a group of Rogers Middle School students who were interviewing local seniors as part of an intergenerational project, we were excited! Using both traditional and digital media, students will collect and preserve local family histories. These lucky families will receive not just a record to pass along to future generations, but a unique snapshot of a place and time. While these documentaries belong first and foremost to the families, these stories also make up the rich tapestry that is the City’s history. It is in this spirit that the Heritage Preservation Commission is asking you to share your memories and stories of Otsego, and become part of its ongoing heritage. We want to hear from the people who made and are making Otsego history – you! Whether you and your family have been here for generations or you just moved in, you are now part of Otsego’s history. PEDDLERS AND SOLICITORS Persons taking orders or selling goods door-to-door are required to obtain a license from the City. The licensing process involves a criminal background check and registration of the people working within the City. Identification is issued to those peddlers and solicitors that are granted license, which is to be visible when conducting their business. If a peddler or solicitor comes to your door and you do not see the City certificate, ask if they have obtained one and request to see it. If the peddler or solicitor does not provide documentation upon request, residents are encouraged to ask the person to leave your property and call the Wright County Sheriff’s Office by dialing 911. BURNING PERMITS The City together with the Minnesota Department of Natural Resources regulates open burning within the City in accordance with Chapter 5, Section 4 of the City Code. A burning permit is required for all open burns except for recreational fires within a 3 foot by 3 foot area and setback 20 feet from any structure. Recreational fires are limited to dry, clean wood that is unpainted or untreated including cord wood, branches, limbs, twigs, dimensional lumber cut into lengths not longer than three feet. A burning permit may be obtained at City Hall or from the DNR website at https://webapps8.dnr.state.mn.us/burning_permits/. Once a burning permit has been issued, it is the permit holder’s responsibility to confirm that no burning ban is in effect prior to starting an open burn or recreational fire and the permit holder must be constantly in attendance of the fire. No fire may be allowed to smolder with no person in attendance and the open burn or recreational fire must be completely extinguished before the permit holder leaves the site.
