The proposed development will be served with municipal water, sanitary sewer, storm sewer, and public streets typical of an urban setting. Additional Information Minnesota Rules, Chapter 4410 — EAW Requirement Trunk Stormwater Facilities Study for Portions of the Otsego Creels Watershed City of Otsego Engineering Manual City of Otsego Zoning and Subdivision Ordinances National Wetland Inventory Map PAGE 3 S:\Municipal\Aotsego23xx\2313.04\ot2313.04 RVW1.docx FINAL PLAT 1) Drainage and utility easements are needed to cover cross drainage in the rear yards of Lots 2- 4, Block 5 and Lots 3 &4, Block 6 and across the rear corners of Lots 4 & 5, Block 2. 2) 10' wide drainage and utility easement (from center of pipe) is needed to cover the storm sewer crossing in the NE corner of Lot 5, Block 3. CONSTRUCTION PLANS Title Sheet (Sheet CO -1) 1) Provide north arrow. Existing Conditions (Sheet C1-1 2) Existing zoning classifications for land in and abutting the subdivision shall be provided. 3) Total area of the proposed plat shall be provided. 4) Boundary lines of adjoining unsubdivided or subdivided land, identified by name and ownership within 150' shall be provided. 5) 100 -year flood elevations shall be provided. Site Plan (Sheet C2-1) 6) Plans have overlapping text on many sheets making the information difficult to read. 7) The house pads shall not be shown to extend beyond the building setback lines or into easements. Gradin Plan Sheet C3-1) 8) All garage elevations shall be a minimum of 18" above the adjacent curb. This results in minimum driveway slopes of 4.16% for lots without sidewalk and approximately 4.6% for lots with sidewalk. Many driveways do not meet these minimums and are assumed to not meet the minimum 18" requirement. 9) The Emergency Overflow (EOF) along the north property line of Lot 5, Block 3 shall be called out. 10) The low openings for Lots 10-13, Block 2 shall be a minimum 1.5' above the EOF of 921.5. The EOF identified near the curb between Lots 12 & 13, Block 2 is incorrect according toe the spot elevations. 11) Proposed lot corner elevations shall be provided for all lots. Overall Utility Plan (Sheet C4-0) 13) The sanitary sewer services for Lots 6 & 9-11, Block 4 and Lot 2-4, Block shall be downstream of the water services. 14) The sanitary sewer services shall not have any bends shown to the right of way. 15) Hydrant coverage of Lots 3&4, Block 6 is insufficient. We suggest moving the hydrant in the NE corner of Ogden Ave and 77th Street to the NW corner to provide coverage. 16) A water valve shall be added to the watermain at approximately Lot 4, Block 2. Sanitary Sewer and Watermain (Sheets C4-1 to C4-3) 17) The storm sewer pipe (not just crossings) shall be shown in the profiles. 18) It shall be verified that the services to Lots 13 & 14, Block 2 and Lots 9-11, Block 4 have a minimum 24" of separation from the storm sewer or provide a minimum of 12" separation with 4" of insulation at these crossings. 19) The HDPE pipe under Odean Avenue shall have inside diameters meeting or exceeding those shown in the plans. 20) The hydrant at the east end of 77th Street may be salvaged and reused. A valve is needed at this connection point to the existing watermain. Street Plan and Profile (Sheet C5-1 to C5-2) 21) Curb radii shall be labeled at each intersection. 22) The SW radius of Ogden Avenue and Odell Lane appears to have a grade of 0.38%. A minimum of 0.6% is required. This also appears to be a tip -out curb and shall be labeled as such. 23) A continues centerline grade for Odell Lane shall be provided. 24) A valley gutter is required for intersection with 1% or less grade. Valley gutters are needed across the intersection of Odell Circle at Ogden Avenue and across 77th Street and Odean Avenue. 25) All vertical curves shall meet the minimum K values for a 30 mph speed limit. The existing bituminous shall have a 18" wide mill (1.5" deep) prior to the wear course being placed to stagger the joints. 27) A vertical curve is needed at station 23+00 along 77th Street. Storm Sewer Plan and Profile (Sheet C6-1 to C6-2) 28) The sanitary sewer and watermain (not just crossings) shall be shown in the profiles. Details (Sheets C8-1 to C9-3) 29) No Comment DEVELOPMENT PLAN 30) A separate development plan and lot tabulation shall be submitted. HYDROLOGY/STORMWATER 31) Storm sewer design calculations are still under review. Comments will follow. OTHER CONSIDERATIONS 32) No Comments.
