Yes No BACKGROUND/JUSTIFICATION: The Kadler Avenue Watermain Extension has been discussed since 2012 due to issues with peak water use and lack of urban type fire flows in the Riverwood National development. With continued development within the entire West Water District, Riverwood National needs for urban type fire flow and peak demands and potential industrial development along southern reaches of Kadler Avenue, the project is proposed to be completed in 2017. The Kadler Avenue watermain extension project consists of 16" and 12" trunk watermain from 70th Street to 90th Street either alongside or under Kadler Ave. Boring in some areas rather than open trench is proposed to minimize disruption to traffic or require replacement of street. There are some existing home and building close to the ROW that also could be impacted by open trench. A future related project will rehab Well #7 (located in Riverwood National) to increase the capacity of the well. A higher production pump will be installed within Well #7, capable of supplying water to Water Tower #2 thus adding capacity to the West Water District. It is projected at current development pace; the West Water District should have adequate water supply at least through 2023 with completion of this project. The construction portion of the project was estimated to cost $854,240.63. Eight Contractors bid the project and the low bidder is Latour Construction, Inc. of Maple Lake, MN at $762,520.25 or roughly 11% below the Engineers Estimate. LaTour Construction, Inc. has completed many projects satisfactorily with Hakanson Anderson, as the engineer. Therefore, we recommend awarding the project to LaTour Construction, Inc.
