Staff recommends approval of Resolution 2017-56 Awarding 85th Street NE Improvements from 84th Street
to Page Avenue in the amount of $348,949.30.

BACKGROUND/J USTIACATION:
Bids were opened for the 85th Street NE improvements Project between 84th Street to Pave Avenue on June
20, 2017. Five bids were received. The bids were as follows:

The Engineers Estimate was $326,152.02 for the Base Bid and $387,355.52 for the Alternate Bid. The Low
Alternate Bid is $12,159.14 more than the Low Base Bid. The Low Alternate Bid provides 2,150 LF more
new concrete curb and gutter at roughly $5.65 LF over the Low Base Bid. It is our recommendation that
the City Council award the Alternate Bid for two reasons 1) very good value for additional concrete curb
and gutter, 2) Curb age along the street will be consistent.
The Base Bid was $10,638.14 more or approximately 3% above Engineer Estimate. The Low Alternate Bid
was $38,406.26 less or approximately 10% below engineers estimate. With 15% for administration, legal,
engineering and contingency, the project costs are anticipated to be around $400K. The CIP estimated
project cost was $321.7K.

RESOLUTION ACCEPTING BID
WHEREAS, pursuant to an advertisement for bids for the construction of City of
Otsego, 85th Street NE Improvements, SP 217-102-009 bids were received, opened and
tabulated according to law, and the following bids were received complying with the
advertisement:

AND WHEREAS, it appears that Knife River Corporation of Sauk Rapids,
Minnesota is the lowest responsible bidder for the Alternate Bid,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO
MINNESOTA:
1. The mayor and clerk are hereby authorized and directed to enter into a
contract with Knife River Corporation of Sauk Rapids, Minnesota in the name of the City
of Otsego for the 85th Street NE Improvements, according to the plans and
specifications therefore approved by the city council and on file in the office of the City
Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all
bidders the bid bond made with their bids, except that the bid bond of the successful
bidder and the next lowest bidder shall be retained until a contract has been signed.
