Consent City Administrator, Flaherty 3.4 — Backflow Ordinance City Planner, Licht AGENDA ITEM DETAILS Staff recommends amendment of City Code Section 6-2-6.1 regarding plumbing code backflow device monitoring requirements. IM RE The Minnesota Plumbing Code adopted in 2016 increased backflow device monitoring requirements. The new code regulates inspection requirements for double-check assemblies and pressure vacuum breakers, including residential irrigation installations. The preceding code required only Reduced Pressure Assemblies (RPZ's) to be inspected. Testing requirements for non-RPZ devices are effective for installations after January 22, 2016. A certified tester is required for the annual inspections and requires inspection reports be provided to public water suppliers within 30 days of the inspection to improve communication with municipalities. Staff action to date has been to maintain the received reports and document the information. The code change additionally requires municipalities to provide notification to owners of the devices the need for an initial and annual device test. It is accepted to notify the plumber at the time of the plumbing permit application with the condition that the plumber informs the device owner of requirements. To address this requirement, the plumbing permit will be modified to include language incorporating the notification requirement. THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN: Section 1.
