RECOMMENDATION -
City staff recommends requesting Wright County to amend their Comprehensive Trail and Bikeway Plan
to designate CSAH 37 between CSAH 42 and CSAH 19 as a future paved off-street regional trail.

BAC KGROUND/JUSTIFICATION:
Wright County will be reconstructing CSAH 37 between TH 101 and Odean Avenue in 2017. The City's
Future Parks and Trails Plan adopted as part of the Comprehensive Plan includes a paved off-street trail
to be constructed on the north side of the right-of-way. Completion of the planned trail in conjunction
with Wright County's road project would provide economies of scale and also complete an important
trail segment in the City that increases access, improves safety and adds recreational opportunities. In
discussing the trail with Wright County, they have indicated that the construction of the trail would be a
the City's cost in accordance with current County policy.
City staff has been discussing funding options for completion of the trail. The primary options include
park and trail dedication funds., MSA funds or grant monies. In order to improve the likelihood of
receiving grant funding, City staff is recommending a request be made to Wright County to designate
the segment of the future trail along CSAH 37 between CSAH 42 and CSAH 19 as a regional trail loop. A
trail along this corridor does serve a regional function connecting population centers in Otsego,
Albertville, St. Michael and Hanover betwee n the Mississippi River Trail b 1 keway (MRT) a n d creating a
figure-eight loop with Pelican Lake,, Otsego County Park and Crow -Hassan Regional Park.
City staff will prepare narrative text to be submitted along with the attached map outlining the
proposed regional trail designation request for presentation to the Wright County Board and County
staff for consideration.
