The Soccer Fields require a water supply system that exceeds both the maximum volume and maximum
pressure the existing well at the Public Works Building can supply. Therefore, we are utilizing a booster
station to supply the higher volume and pressure. The supply of water will be from the existing pond
behind Public Works. This pond will be filled by the existing well over longer period of time at lower
volume rate and lower pressure rate. In order to store the water and keep it from infiltration into the
porous insitusolls we need to line the pond with an imperious clay liner. The clay liner will line the pond
from th e botto m, up to an elevation of 9 10 and provide ample wate r supply for irrigation purposes.
The low quote received is $18,701.05 from Fehn Companies.
Our cost estimate from the Soccer Field comprehensive project cost memo dated March 14, 2013 was
$15,000,00. Although slightly higher than our estimate other parts of the project have been under,
therefore, the entire project remains within budget.

INFORMATION FOR BIDDERS
PROJECT DESCRIPTION
The work consist of removal of the top 12" of existing material below the 910 contour,
preparation of the clay liner foundation, and installation of a 12" thick clay liner in the pond
to the NE of the City of tsego's Public Works Building. A 10' long 12" PVC pipe will be
stubbed through and the clay liner sealed around the pipe into the pond in accordance with
the Construction Plans and Contract Documents.
PROJECT SCHEDULE
Commencement: Contract will be awarded at the July 8, 2013 Council Meeting.
Final Completion: All work shall be completed by August 9, 2013.
Sealed Quotes for the Construction of the Otsego Soccer Fields — Irrigation Pond Clay
Liner as shown on the attached Construction Plans, will be received by the City of Otsego,
MN. Quotes will be accepted until 4:00 p.m. July 3, 2013, at the office of the City Clerk.

All Quotes must be on the required Quote Form. All blank spaces for quote prices must be
filled in, in ink or typewritten. The Quote Form must be fully completed and executed when
submitted.
The Owner may waive any informalities or minor defects or reject any and all Quotes. Any
Quote may be withdrawn prior to the above scheduled time for the opening of Quotes or
authorized postponement thereof. Any Quote received after the time and date specified
shall not be considered. No Bidder may withdraw their Quote for a period of thirty (30)
days after the date of opening. Should there be reasons why the contract cannot be
awarded within the specified period, the time may be extended by mutual agreement
between the Owner and the Bidder.
Bidders must satisfy themselves of the accuracy of the estimated quantities on the
Construction Plans by examination of the site and review of the drawings and
specifications, including Addenda. After Quotes have been submitted, the Bidder shall not
assert that there was a misunderstanding concerning the quantities of work or of the nature
of the work to be done.
The Owner shall provide to Bidders prior to bidding, all information which is pertinent to,

and delineates and describes, the land owned and rights-of-way acquired or to be acquired.
The C o n tract docu me n ts contain the provisions required for the construction of the project.
Information obtained from an office-, r, agent, or e rn p loyee of the Owner or any other person
shall not affect the risks or obligations assumed by the Contractor or relieve him/her from
fulfilling any of the conditions on the contract.
No bid bond, payment bonds, or performance bonds are required for quotes less than
$75,000.
A conditional or qualified Quote will not be accepted.
Award will be made to the lowest responsible Bidder.
All applicable laws, ordinances, and the rules and regulations of all authorities having
jurisdiction over construction of the project shall apply to the contract throughout.
Each Bidder is responsible for inspecting the site and for reading and being thoroughly
familiar with the contract documents. The failure or omission of any Bidder to do any of the
foregoing shall in no way relieve any Bidder form any obligation in respect to his/her Quote.
