BACKG RoUNDIJU TIFI ATIoI :
Rockwoods Bar and Grille is planning to hold the fourth Jamfost event on Friday, 9 August 2013 and
Saturday, 10 August 2013. Gatos open at 3:00 PM with the performances ending by 1 OOAM. There will
be no other activities as part ofJarnfest other than the scheduled music performances.
The organizers are utilizing the same basic the site plan from rest year with the Mage to the north side of
Roclwoods to the parking lot shared with Holiday Inn with some modifications as to how the attendees
enter the site. Beer will be sold from stations within the concert area as allowed by the catering license
held by Holiday Inn. The organizers will implement an ID checking and monitoring plan for the event
that is satisfactory to City staff and the Wright County Sheriffs Office as complying with State law and
the City Code. Parking will again be provided on the Richard Lefebvre property to the north and an
exit plan has been developed by the organizers and Wright County Sheriff's office to disperse traffic
after the event each night. Security is being coordinated by the organizers with the Wright County
herrlff s office and ASIA Security. Wright County intends to have their mobile command unit on site
and Rockwoods will provide for the number of off-duty officers to be on site as determined by the
Fright County Sheriffs Office.
Coordination between I ocl woods and City staff and the Wright CountySheriff s Office has been
excellent leading Grp to the evert. Both City staff and the Wright County Sheriffs office have a high
degree of confidence in Rockwoods preparations for this gear's event and foresee no major issues with
approval of the Special Event Permit.

SPECIAL EVENT PERMIT
APPLICANT: T: I ock roods Bar and Grille
APPLICATION: Request for approval of special event permit for Otsego Ja fest 2013.
CITY COUNCIL MEETING: 22 .July 2013
FINDINGS: Based upon review of the application and evidence received, the City Council of the
City of Otsego now makes the following findings of fact:
A. Requests for special event permits are subject to the provisions of Chapter 7, section 5 of
the City Code.
B. The Special Event Permit application dated 16July 2012 submitted by > ock oods Bar and
Grille is incorporated herein,
C. The Request uest for council Action prepared by the city Planner, The Planning Company LLC,
is incorporated herein.
DECISION: : Based on the foregoing information and applicable ordinances, the application is
hereby APPROVED subject to the following conditions:
1, The outdoor event hours (not including setup/take e don) shall be limited to:

2s Any modifications to the submitted site plan for activities on and off site that shall be subject
to review and approval of city staff*
3. Written permission from the property owner shall be submitted for all overflow off-street
parking areas not owned by the organizers.
4. Event security, traffic control and emergency medical service shall be subject to review and
approval of the Wright County Sheriff and city staff.
5.On-sale liquor shall comply with Chapter 7, Section 3 of the City code.
. The organizers shall provide documentation of insurance coverage in amounts as
determined necessary by the City Attorney.
. All event signs shall comply with section 37 of the Zoning ordinance including issuance of a
sign permit.
