Pledge of Allegiance: Mayor Stocky p led in the Pledge of Allegiance. ., Open Forum. Judy Wood, 8841 O'Brian Avenue NE, concerned with dogs running and acting vicious when she takes her walk. Ms. Wood gave a list of three properties to the City Clerk. City Staff will forward to the Sheriff Department. Mary Valeriu , 1370170th Street NE, asked for another copy of option 1C roundabout plans for the 70th Street project because he couldn't see exact propel and street locations on his copy. He also asked about the Wright County -Commissioner's meeting tomorrow, City Engineer Magner said he will send Mr. Valerius a copy of Option 1C and that is also will be uploaded to the City website. City Administrator Johnson said the Wright County Commissionerfs meeting will be hold at the Wright County Public Works Building tomorrow at 1:30 PM. Randal Begin, 9227 Napier Avenue NE, asked the plans for the property line along the noir soccer fields that meet his property, City Engineer Magner stated there is silt fencing noir, once the turf is established the fencing will be removed and the edge would then be softened. Consider quote for supplying poorer and street 11 r City Engineer Wagner reviewed the quote from Professional Turf & Renovations in the amount f $23,,000. All In furor. Motion carried. City Engineer Wagner revie ed quote from Fehn Companies in the amount of $x.8,701.05. CM Warehime asked if the testing for $750 is in addition to the $18,701.05. City Engineer Magner said yes that city staff would do the testing. CM Schroeder motioned to approve the low quote of $18,701,05 from Fehr Companies for clay lining the irrigation pond for the soccer fields project. Seconded y CM W rehir e. All in favor. Motion carried. Randal Begin, 9227 Napier Avenue,, asked if staff has considered fabric lining or bentonite. City Engineer Magner said both of those options Weren't cost effective. City Engineer Wagner r r vie gyred the quote from Wright Hennepin Cooperative Electric. CIA H idner said an earlier drawing it shored paring only on one side. City Engineer Wagner said for neer it will only be one side with overflow parking on the grass area with the option to expand in the future if needed. City Engineer Wagner stated it ~meets prying space required per the city code. CM W rehlrne motioned to approve Wright Hennepin Cooperative Electric quote of $16,912.50 for the soccer field street lights and pourer supply. Seconded by C Schroeder. City Administrator Johnson presented the staff report. CM eildner motioned to approve Resonation 2013-40 requesting inclusion in of1-94 'blest Corridor Expansion in the Minnesota State Highway Investment Plan (MNSHIP). City Administrator Johnson presented the staff report which presented options for fundings Mayor Stockamp ►p asked about the Darl enwld Landing project plans, City Planner Licht said City staff met with representatives from D & Y; they want the property to be given back but no official request has been submitted. Tonere was discussion on Revolving Capital Improvement ent Fund and its revenue sources, CM Heidner is concerned that some of those resources will be going away and, therefore, has concern taping from that fund. There was discussion on the Community Facilities Fund option. CM varehime commented that he thins this will be a good thing for the community and residents and he feels it is reasonable priced for what we are getting, The City Council agreed and City Administrator Johnson said the community Is gaining space for community activity for a reasonable pricel Cid Schroeder motioned to take from the Community Facility Fund, Mayor Stockamp p seconded. There was discussion on funds. M Schroeder amended his previous motioned to $62,000 to cone from the Community Facilities Fund and $62,000 from the Revolving Capital Xrnprovement Fund and for furniture and equipment to be brought back for funding options.
