SPECIAL CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER

Call to Order.
Mayor Jessica Stockamp called the meeting to order at 6:00 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Tom Darkenwald and Cory
Tanner. Absent: Councilmember Jason Warehime. Wright County Sheriff's Department; Captain
Dan Anselment, Lieutenant Eric Kunkle, Chief Deputy Todd Hoffman and Captain Sean
Deringer.
Staff: Adam Flaherty, City Administrator/Finance Director and Sandy Lindenfelser,
Administrative Assistant.
1. 2018 Budget Discussion.
Captain Anselment presented the Law Enforcement Contract Review document provided at the
meeting. The Sheriff's Department is recommending an increase of 8 hours to a total of 48
hours daily by the end of 2018. Captain Anselment outlined an option of increasing the 2018
contract by only four hours, but banking those hours from January -June, then from July -
December having 8 hours of additional service per day. The contract for 2019 would then be for
48 hours the entire year. With the increase of 4 hours, the City would be looking at a cost
increase of $105,120. Mayor Stockamp and Councilmember Heidner are in favor of the increase
at this time. City Administrator/Finance Director Flaherty said that the preliminary levy needs to
be put in and that we can revisit this at the next budget meeting that is scheduled for August
28th when councilmember Warehime is present and included in the decision, Mayor Stockamp
agreed. City Administrator/Finance Director Flaherty will contact Sheriff Hagerty and Captain
Anselment via email.

CM Darkenwald motioned to adjourn. Seconded by CM Tanner. All in favor. Motion
carried. Adjourned at 6:55 PM.
