SPECIAL CITY COUNCIL MEETING

Call to Order.
Mayor Jessica Stockamp called the meeting to order at 7:35 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Tom Darkenwald and Cory
Tanner. Absent: Councilmember Jason Warehime.
Staff: Adam Flaherty, City Administrator/Finance Director, Street Operations Manager Kevin
Lamson and Sandy Lindenfelser, Administrative Assistant.
1. 2018 Budget Discussion.
City Administrator/Finance Director Flaherty reviewed the budget memorandum which included
an updated Property Tax Levy, General Fund Summary, and changes in Revenues and
Expenditures from the July 31St budget meeting.
City Administrator/Finance Director Flaherty said the new owner of Metro West has stated that
they are proposing to raise their rates in 2018 from $50 an hour to $75 an hour. This hourly
increase will amount to approximately $73,200. This amount is based on 250 to 260 hours per
month. City Administrator/Finance Director Flaherty requested the Owner submit this increase
in writing and asked Todd to attend a City Council Meeting to present this request.
City Administrator/Finance Director Flaherty reviewed the department budgets for Public Safety
Commission, Fire Protection and Emergency Management. The Council concurred as presented.
City Administrator/Finance Director Flaherty informed the Council that Elk River Fire Chief
Cunningham has expressed interest in presenting the results of a study completed for the Elk
River Fire Department. Consensus was to determine if October 9th was available for Chief
Cunningham. Once the date is confirmed, a special meeting will be called for.
City Administrator/Finance Director Flaherty passed out information regarding a grant
opportunity forwarded to the City by the State Fire Marshal's office. City Administrator/Finance
Director Flaherty said he will continue to monitor the grant to determine when the application
period opens. Mayor Stockamp said she is interested, but wants to see the results from the Elk
River study before proceeding. The City Council concurred.
Street Operations Manager Lamson reviewed the Streets department budget, and said there is
little change from year to year with the budget items for streets. There is an increase in budget
for the signs. It seems with recent storms, there has been significant damage to signs that
require replacing quite a few. Streets Operations Manager Lamson said repairs needed to
sidewalks the streets department can handle, but the repairs to curbs, he feels the City should
contract out the services because they don't have the equipment or forms to do these repairs.
Street Operations Manager Lamson reviewed the Fleet department budget, and reported that
Mechanic Don Maas is planning on retiring in spring of 2018 and wonder how we are going to
replace him moving forward. He may be interested in part time and plowing, but we need to
think about this and if we are going to hire a full time mechanic or maybe contract out?
Something to think about. The Council concurred with the draft budget as presented.
City Administrator/Finance Director Flaherty reviewed the department budgets for Street Lights,
City Hall/Public Works Building and the Old Township Site. The Council concurred as presented.
Street Operations Manager Lamson said there are a few sections of the garage doors that need
replacing. They've been keeping an eye on the building — there seems to be some issues with
the corners of the building and they aren't quite sure what is happening. The roof will also
need to be watched and possible be replace in the future.
Mayor Stockamp asked about the construction on County Road 39 at Nashua. City
Administrator/Finance Director Flaherty said they are not completed with this, but once
completed; there will be a dedicated through lane and a dedicated turn lane to Nashua South
when traveling County Road 39 West.

CM Darkenwald motioned to adjourn. Seconded by CM Tanner. All in favor. Motion
carried. Adjourned at 8:56 PM.
