ITEM 4.1 Park Ave/Parkington CirTY O OtSezF o MINNESOTA V DEPARTMENT INFORMATION Request for City Council Action ORIGINATING DEPARTMENT REQUESTOR: MEETING DATE: Planning City Planner Licht 28 August 2017 PRESENTER(s) REVIEWED BY: ITEM #: City Planner Licht City Administrator Flaherty 4.1— Park Ave./Parkington Cir. City Engineer Wagner Streets Supervisor Lamson AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends adoption of a resolution establishing parking zones on Park Avenue and Parkington Circle. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKG RO UND/J USTI FICATION: City staff has received complaints from residents as well as concerns from the Wright County Sheriff's Office regarding on -street parking along Park Avenue west of Parrish Avenue (CSAH 42). The on -street parking is being generated by Boondox Bar and Grille, located at the southwest corner of Park Avenue and Parrish Avenue (CSAH 42), during evenings when outdoor volleyball is occurring. Park Avenue is a 24 -foot wide rural section street in this area and no improved shoulder. Vehicles are being parked on both sides of the roadway restricting the width of the travel lanes. The restricted width of the traffic lanes is causing congestion, potentially effecting emergency vehicle access, as well as causing commercial traffic to encroach into residential areas creating nuisance conditions. To address these issues, City staff recommends establishing parking zones as allowed by Section 8-3-2.0 of the City Code as follows: 1. No parking on the both sides of Park Avenue from Parrish Avenue to 120 feet west of Parkington Circle. 2. Two hour parking from 6:OOPM to 2:OOAM on Park Avenue from 120 feet west of Parkington Circle to the 92nd Street. 3. Two hour parking from 6:OOPM to 2:OOAM on Parkington Circle north of Park Avenue. Parking zones are established by resolution of the City Council and enforced by the WCSO. The Streets Department and City Engineer will determine the number of signs that need to be fabricated and posted to designate the parking zones as outlined. The City Council may approve the resolution in the form attached or may consider directing City staff to send a letter to all residential properties adjacent to the proposed parking zones notifying them of the proposed designation and inviting comment to be received by September 21.
