Call to Order:
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck, Roger
Mord, Richard Nichols, Alan Offerman, and Aaron Stritesky; Absent: Commissioner Jim
Kolles. City Council: CM Vern Heidner. Staff: Daniel Licht, City Planner; and Sandy
Lindenfelser, Administrative Assistant.

2. Consider the Following Minutes
2.1 June 5, 2017 Planning Commission Meeting.
Commissioner Thompson motioned to approve as written. Seconded by
Commissioner Schuck. All in favor. Motion carried.
3. Public Hearing Item:
3.1 Riverbend North:
A. Amendment of Ordinance 2014-11 Establishing a PUD District.
B. PUD Concept Plan for Development of Multiple Family Apartment
And Mini -Storage Uses.
City Planner Licht said the applicant has requested a continuance of this Public Hearing
to the August 7, 2017 Planning Commission Meeting. City Planner Licht advised that no
public comment should be taken and there should be no discussion of the item if
continued.
Darren Lazan, Landform Professional Services, Inc. representing Darkenwald
Corporation, said they would like this continuance to review the comments by City staff
in advance of the August 7, 2017 Planning Commission Meeting.
Chair Black opened the Public Hearing at 7:04 PM
Commissioner Stritesky motioned to continue the public hearing to the
August 7t" Planning Commission Meeting. Seconded by Commissioner
Schuck. All in favor. Motion approved. Seconded by Commissioner
Stritesky. All in favor. Motion carried.

3.2 Bury Industries:
A. Zoning Map Amendment Rezoning from A-1 District to 102 District.
B. Preliminary Plat.
C. Final Plat.
D. Lot 2, Block 1 Bury Industrial Park Final Plat
a. PUD-CUP/Site and Building Plan Review
b. Interim Use Permit for outdoor storage.
City Planner Licht presented the planning report.
Applicant Tom Bury 14210 Northdale Blvd, Rogers MN agrees with the
recommendations of City staff as presented.
Chair Black opened the Public Hearing at 7:13 PM
Robin Fauchald, 7524 Kadler Avenue NE said she has no problem with the property
changing to industrial, but is concerned about the traffic and speeding on Kadler
Avenue. Ms. Fauchald is also concerned about the storm sewer drainage coming off
the property, going across Kadler and into the creek that flows through her property.
City Planner Licht said storm water basins will be required and will rate control the
storm water to not leave the property fasters than it does today.
Commissioner Schuck asked what the time frame plan for improvement of Kadler
Avenue is? City Planner Licht said that approval of this project may occur at the August
141 2017 City Council Meeting. City Planner Licht said that approval of the development
applications must occur concurrent with approval of the Kadler Avenue street project to
provide adequate access to the subdivision. .
Commissioner Offerman asked about the landscape requirements and is concerned that
the deciduous trees won't be tall enough for screening and would like this condition to
read differently. City Planner Licht recommended amending the conditions for approval
of the Interim Use Permit to require a staggered row of coniferous trees with closer
spacing.
Commissioner Offerman asked about the outlet for the stormwater basin within Outlot A
as one does not appear to be shown on the grading plan. City Planner Licht said he
would forward this question to the City Engineer to address.
Chair Black closed the Public Hearing at 7:29 PM.
Commissioner Thompson motion to approve a Zoning Map amendment
rezoning the subject site from A-1 District to I-2 District based on a finding
that such action is consistent with the polices of the Comprehensive Plan and
criteria established by the Zoning Ordinance. Seconded by Commissioner
Stritesky. All in favor. Motion passed.
ITEM 2.1
Commissioner Thompson motioned to approve a preliminary plat and final
plat for the Bury Industry Park, subject to the conditions listed in the
planning report. Seconded by Commissioner Schuck. All in favor. Motion
carried.
Commissioner Offerman motioned to approve a site and building plans,
interim use permit for outdoor storage, and PUD -CUP for Lot 1, Block 1 Bury
Industrial Park final plat, subject to the eleven conditions listed in the
planning report and including the amendment as follows.
3. a. The landscape plan shall be revised to replace deciduous
trees with evergreen trees along the north, west and east
perimeter of the outdoor storage area, and along the east
line of the outdoor storage area in two off -set rows spaced
25 feet on center within each row.
3. Update on City Council actions.
CM Heidner gave an update to the Commissioners on City Council actions.
4 Update on future Planning Commission Agenda items.
City Planner Licht gave an update on future agenda items stating that the next meeting
will be August 7, 2017.
5. Adjourn.
Commissioner Stritesky motioned to adjourn at 7:42 PM. Seconded by
Commissioner Offerman. All in favor. Motion carried.
