OTSEGO CITY COUNCIL SPECIAL MEETING

Call to Order.
Mayor Stockamp called the meeting to order at 6:01 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Corey
Tanner. Absent: Councilmember Tom Darkenwald. Staff: Adam Flaherty, City
Administrator/Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy
MacArthur, City Attorney and Tami Loff, City Clerk. Also present: Applicant Casey Darkenwald
and John Darkenwald and Representatives Darren Lazan, Colten Baird, and Jim Ellis.
1. Financial Assistance Request from Otsego Apartments, LLC.
City Administrator/Finance Director Flaherty reviewed the packet of information. He stated the
City is working with Ehlers for the Tax Increment Financing (TIF) consultation and Ehlers report
is included in the packet.
Mr. Lazan presented the application and formal request for financial assistance from Otsego
Apartments. They are looking at development of a 160 plus apartment complex, two
commercial lots; retail and a storage facility. The request is for the TIF generated on the multi-
family housing development to be diverted towards the sewer utility availability and connection
charges of the new development. He said the primary purpose of the financing request is to
assist with the removal of the private WWTF and connection of the new and existing
development to municipal sewer system. He further explained that the application proposes two
alternates for a TIF district; Redevelopment District or a Housing District.
City Attorney MacArthur explained that this is a unique situation. He explained the reason they
would consider this is that the existing mobile home park and any future development would be
connected to the City's municipal utility system rather than a private system. Redevelopment
District is recommended; this would require 50% of the buildings on the property be considered
substandard. A consultant would need to be hired for that determination.
The City Council concurred they would consider looking at a Redevelopment District. They
concurred this would be considered high level due to the WWTF connection even though it is
not included in their current policy. This will go the Planning Commission for recommendation
on September 18t"

CM Warehime motioned to adjourn. Seconded by CM Tanner. All in favor. Motion
carried. The meeting adjourned at 6:46 PM.
