No No BACKGROUND/JUSTIFICATION: City staff has received complaints from residents as well as concerns from the Wright County Sheriff's Office regarding on -street parking along Park Avenue west of Parrish Avenue (CSAH 42). The on -street parking is being generated by Boondox Bar and Grille, located at the southwest corner of Park Avenue and Parrish Avenue (CSAH 42), during evenings when outdoor volleyball is occurring. Park Avenue is a 24 -foot wide rural section street in this area and no improved shoulder. Vehicles are being parked on both sides of the roadway restricting the width of the travel lanes. The restricted width of the traffic lanes is causing congestion, potentially effecting emergency vehicle access, as well as causing commercial traffic to encroach into residential areas creating nuisance conditions. The City Council discussed this issue at their meeting on 28 August 2017. City staff was directed to survey area residential properties for their input on the establishment of parking zones. The attached survey was sent requesting a response by 8 September 2017. City staff will provide an update of the survey results at the City Council meeting on 11 September 2017. City staff recommends establishing parking zones as allowed by Section 8-3-2.0 of the City Code. The recommended parking zone on both sides of Park Avenue abutting the commercial properties is for 24 hour no parking to ensure traffic movement and access. City staff also recommends establishing a no parking zone on Park Avenue west of the commercial properties to 92nd Street and on Parkington Circle from 5PM to 2:OOAM each day with exceptions allowed by permit issued by the City. The permits provide the best option for allowing residential properties the opportunity for on -street parking while restricting parking for commercial properties in a manner that is practically enforceable. City staff has discussed the parking zone permits with the WCSO and they have no issue with this approach. Parking zones are established by resolution of the City Council and enforced by the WCSO. The Streets Department and City Engineer will determine the number of signs that need to be fabricated and posted to designate the parking zones as outlined. The purpose of the parking zones is to discourage on -street parking of vehicles generated by a commercial business on the south side of the street. These streets have only a 24 -foot wide paved section, which is needed primarily for use for two traffic lanes. The on -street parking is causing a public health safety issue impeding access to the area and causing traffic congestion. The section of Park Avenue abutting the commercial properties is proposed to be posted no parking both sides. The section of Park Avenue west of the commercial properties and Parkington Avenue would have a limited parking zone. The City Council is requesting input from the residential properties adjacent to these streets regarding the designation of the limited parking zone. On the reverse side of this letter is a brief survey that may be completed and either mailed or dropped off at City Hall or scanned and returned via email. Please respond to the survey by September 8 so that the City Council may consider your input when they discuss the matter at their meeting on September 11. RESOLUTION NO.: 2017 - 73 CITY OF OTSEGO COUNTY OF WRIGHT, MINNESOTA A RESOLUTION DESIGNATING PARKING ZONES ON PARK AVENUE AND PARKINGTON CIRCLE WITHIN THE CITY OF OTSEGO. WHEREAS, parking is not allowed on Park Avenue approximately 300 feet west of Parrish Avenue (CSAH 42) in accordance with Chapter 8, Section 3 of the City Code; and, WHEREAS, Park Avenue, between Parrish Avenue (CSAH 42) and 92nd Street, and Parkington Circle are rural section streets with 24 foot paved drive lanes, no improved shoulder and ditches on either side; and, WHEREAS, commercial properties abutting the south side of Park Avenue that have access to Park Avenue may increase traffic volumes on Park Avenue and generate on -street parking on area streets by patron vehicles during peak periods; and, WHEREAS, parking generated by commercial properties in the area is encroaching into residential neighborhoods causing nuisance conditions, including noise, litter, and trespass; and, WHEREAS, the City Engineer has determined that vehicles parked on Park Avenue and Parkington Circle may impede the flow of traffic and reduce visibility endangering public safety by increasing the risk of collision or delaying emergency vehicle response; and, WHEREAS, Section 8-3-2.0 of the City Code authorizes the City Council to designate no parking zones by resolution. NOW, THEREFORE, IT IS HEREBY RESOLVED THAT parking zones shall be designated on the following streets within the City of Otsego described below and on the exhibit attached hereto, and the Streets Department is hereby directed to post appropriate signage as determined by the City Engineer: 1. No parking on both sides of Park Avenue from Parrish Avenue (CSAH 42) to the intersection of Parkington Circle. 2. No parking between 5:OOPM and 2:OOAM each day on both sides of Park Avenue from the intersection of Parkington Circle to 92nd Street, except by permit issued by the City to residential properties only. 3. No parking between 5:OOPM and 2:OOAM each day on both sides and the cul-de- sac turnaround of Parkington Circle, except by permit issued by the City to residential properties only.
