Call to Order:
Vice Chair Thompson called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black arrived at 7:04PM; Commissioners: Dave Thompson, Steve
Schuck, Roger Mord, Richard Nichols and Alan Offerman; Absent: Commissioners
Aaron Stritesky and Jim Kolles; City Council: CM Vern Heidner; Staff: Daniel Licht, City
Planner and Sandy Lindenfelser, Administrative Assistant
1. Announcements:
No announcements.
2. Consider the Following Minutes
2.1 September 5, 2017 Planning Commission Meeting.
Commissioner Nichols motioned to approve as written. Seconded by
Commissioner Schuck. All in favor. Motion carried.
3. Public Hearing Item:
3.1 SR, LLC:
A. Zoning Map Amendment
B. Preliminary/Final Plat and PUD -CUP.
C. Vacation of Existing Right -of -Way and Drainage and Utility
Easement.
City Planner Licht presented the planning report.
Vice Chair Thompson opened the Public Hearing at 7:06 PM.
Chair Black arrived at 7:07 PM.
Betty Benson, 8970 Mason Avenue NE asked if they are they just going to expand and
make the agricultural use larger. Applicant Joe Schaefer, 9471 Jaber Avenue NE,
Monticello said that the additional 40 acres to the east is to further expand the
agricultural use.
Mike Helfert, 8998 77th Street NE asked about the timing for the street easement. City
Planner Licht said that the street would not be established unit area development
warranted its construction.
Russ Greninger, 10075 Kahler Avenue NE asked if this property was just being annexed
in. City Planner Licht said these 40 acres was annexed in 2016 and now they are
making changes to the zoning and legal descriptions. Mr. Greninger asked if the water
flow was going to change. City Planner Licht said it was not.
Commissioner Offerman asked about the easement line and if there would be access at
the time a road goes through. City Planner Licht said that the easement line would go
through Lot 1 to access Lot 2 and Outlot A.
Luann Pelletier, 9953 Aetna Avenue NE is concerned about flooding of their farmland
due to the easement line change. City Planner Licht said that the alignment of a future
street would be determined at the time it was needed and would be based on the
area's physical conditions.
Vice Chair Thompson closed the public hearing at 7:12PM
Chair Black motioned to recommend City Council approve a Zoning Map
amendment rezoning property from A -i to A-2 District based on a finding
that such action is consistent with the Comprehensive Plan. Seconded by
Commissioner Offerman. All in favor. Motion carried.
Chair Black motioned to recommend City Council approve a PUD -CUP'.
Preliminary and Final Plat, and vacation of existing easements for Bison
Plains, subject to the five conditions listed in the planning report. Seconded
by Commissioner Schuck. All in favor. Motion carried.
3.2 Benson:
A PUD -CUP to allow adjustment of lot lines for parcels zoned A-2
District.
City Planner Licht gave the planning report.
Chair Black opened the Public Hearing at 7:17 PM.
After no comments, Chair Black closed the public hearing at 7:19
Commissioner Thompson motioned to recommend approval of a PUD -CUP for
Parcel D to allow a minimum lot width of 66 feet subject to the two
conditions listed in the planning report. Seconded by Commissioner
Offerman. All in favor. Motion carried.
3.3. John F Lenz Revocable Trust: (Tabled from September 5, 2017)
A PUD -CUP Amendment Regarding Accessory Buildings.
Due to the absence of the applicant, City Planner Licht recommends this item to be
tabled until the October 2, 2017 Planning Commission Meeting.
Commissioner Thompson motioned to table this item until the October 2,
2017 Planning Commission Meeting. Seconded by Commissioner Nichols. All
in favor. Motion carried.
4. Update on City Council actions.
CM Heidner gave an update to the Commissioners on City Council actions.
5 date on future Planning Commission Agenda items.
City Planner Licht the next Planning Commission meeting will be on October 2, 2017.
Commissioner Thompson requested an excused absence for the October 2, 2017
Planning Commission Meeting.
6. Adjourn.
Commissioner Schuck motioned to adjourn at 7:39 PM. Seconded by
Commissioner Nichols. All in favor. Motion carried.
