ITEM 3.2A 10.9.2017 MinutesITEM 3-2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER OCTOBER 9, 2017 7:00 PM Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Jason Warehime and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No items. 2. Consider Agenda Approval. CM Heidner motioned to approve as written. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items). 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. September 25, 2017 Meeting. 3.3 Approve City Council Special Pay for September 2017. 3.4 Approve Resolution 2017-84 Adopting Assessments for Unpaid Utility Bills. 3.5 Pay Estimates/Requests: A. Pay Request #4 (Final) for the East WWTF Oxidation Ditch Improvement Project. B. Pay Estimate #3 for Kadler Avenue Watermain Extension. C. Pay Estimate #1 for Lefebvre Creek Trail. 3.6 Received Planning Commission September 18, 2017 Minutes. 3.7 Approve Assignment and Assumption Release Agreement for Evans Park, Inc. 3.8 Accept the Resignation of Jeff Cleveland from the Position of Accountant. CM Heidner motioned to approve. Seconded by CM Tanner. All in favor. Motion carried. 4. Public Hearings: 4.1 Proposed Assessment for unpaid Administrative Fines and Service Charges related to Code Enforcement. A. City Clerk Attests to Legal Notice. B. Presentation of Proposed Assessment Roll by City Administrator/Finance Director. C. Open Hearing for Public Comments. D. Close Public Hearing, E. Consider Resolution 2017-85 Adopting Assessment for Unpaid Administrative Fines. City Clerk attested that all the proper noticing, posting and publishing has been completed. City Administrator Flaherty presented the proposed assessment roll. He noted that property 118-156- 001060, 9460 Large Court, should be removed from Exhibit A. Mayor Stockamp opened the Public Hearing at 7:05 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 7:05 PM. Seconded by CM Warehime. All in favor. Motion carried. 4.2 Wokson Hills & Autumn Woods Improvement Project proposed Assessment. A. City Clerk Attests to Legal Notice. B. Comments by City Engineer. C. Presentation of Proposed Assessment Roll. D. Open Hearing for Public Comments. E. Close Public Hearing. F. Consider Resolution 2017-86. City Clerk attested that all the proper noticing, posting and publishing has been completed. City Engineer Wagner reviewed the project and presented the proposed assessment roll. Mayor Stockamp opened the Public Hearing at 7:10 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 7:11 PM. CM Darkenwald said when this project was originally brought forward there were residents that had concerns with turn radiance on some of the corners in this development. CM Darkenwald asked if those concerns were taken care of with this project. City Engineer Wagner said yes. CM Warehime motioned to adopt Resolution 2017-86 assessing the Wokson Hills & Autumn Woods Additions Street Improvement project to benefited properties in accordance to the attached assessment roll for the total of $106,086.00. Seconded by CM Darkenwald. All in favor. Motion carried. 5. Community Development: 5.1 Moriarty Firearms No Discharge Map. City Planner Licht stated that due to the fact the property owner is not present, that he recommends the City Council take no action this evening. 6. Public Works: 6.1 Approve Quotes for Kadler Avenue Repair and Award Service Contract. City Engineer Wagner presented the quote for the proposed repairs. CM Heidner motioned to authorize staff to accept the quote from Omann Brothers Paving, Inc. in the amount of $47,992.62 to complete repairs to Kadler Avenue. Seconded by CM Tanner. All in favor. Motion carried. 7. City Council Reports and Updates. Mayor Stockamp gave an update on the meeting she and City Administrator Flaherty had with ISD 728 Superintendent Dan Bittman. 8. Staff Reports and Updates. City Administrator/Finance Director Flaherty recommended calling for a special meeting on October 23 at 6:00 PM to review the Financial Assistance request from Otsego Apartments, LLC. CM Darkenwald stated he will abstain. 21 Page 10/09/17 Mayor Stockamp motioned to call a Special City Council meeting on October 23, 2017 at 6:00 PM at Prairie Center to review the financial assistance request. Seconded by CM Warehime. Motion carried 4-0. CM Darkenwald abstained. City Administrator/Finance Director Flaherty said the job opening from Item 3.8 has been posted and the deadline is October 26. 9. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime.
