ITEM 3.2B SCC 10.9.2017 MinutesITEM 3_213 SPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER OCTOBER 9, 2017 Mayor Stockamp called the meeting to order at 7:37 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Jason Warehime and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director; Kevin Lamson, Street Operations Manager; Ross Demant, Parks and Recreation Director; and Tami Loff, City Clerk. 1. 2018 CIP Discussion. City Administrator/Finance Director Flaherty said City staff has prepared recommendations for 2018 purchases which include replacements and additions to the fleet vehicles and equipment. He said this information was presented to the Public Works Subcommittee. Street Operations Manager Lamson and Parks and Recreation Director Demant presented the summary for 2018 in detail as outlined in the packet. The City Council concurred as presented although they stated they would like staff to explore purchasing used equipment if available. City Administrator/Finance Director Flaherty reminded the City Council that final recommendation of these items will come back to the City Council for approval so City staff can explore those options at that time. The City Council concurred if one of these items comes up on the state auction site or available elsewhere that City staff could bring the item to the Public Works Subcommittee for approval due to time constraints with auction items. The City Council concurred to fund the Tree and Brush Chipper from the Otsego Creek Fund. City Administrator/Finance Director Flaherty reviewed recommendations for the fund balance transfer. CM Heidner motioned to transfer $1,074,567 from the General Fund to the Pavement Management Fund to be reported in the 2017 financial statements. Seconded by CM Warehime. All in favor. Motion carried. The next meeting will be held October 23 to review Public Utility Operating Budgets and CIP. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Tanner. All in favor.
