SUBJECT: Fire Protection Topics Meeting
On Monday, the Council will review and discuss topics related to fire protection services within the
City of Otsego.
The intent of the meeting should be to receive information and provide the opportunity for
discussion on the information presented. None of the items being presented require any action from
the City Council.
I have developed a brief outline of discussion topics below.
Presentation of Elk River Fire Department Study
A portion of the City of Otsego receives fire protection services from the Elk River Fire
Department. In 2017, the City of Elk River contracted with Five Bugles Design to conduct a long-
range strategic fire station master plan. Included within this master plan is the portion of Otsego
covered by the Elk River Fire Department.
Elk River Fire Chief John Cunningham and representatives from Five Bugles Design will be at the
meeting to present an overview of the study and how it relates to Otsego.

Discussion on Recommendation from the Public Safety Commission
The City Administrator will be passing along a formal recommendation from the Otsego Public
Safety Commission. Otsego City Code Chapter 3, Section 3-5, Paragraph E states:
The Public Safety Commission shall advise the City Council on matters related to the
provision of fire protection services to Otsego by the Fire Departments the City is
contracted with to receive these services. (Ordinance 2014-06).
At the August 8, 2017 Public Safety Commission, a motion was made, seconded, and carried
unanimously to make a recommendation to the City Council to conduct a master plan fire service
study.
